Duties Description This posting is for an Environmental Program Specialist 1 within the Division of Water's (DOW), Bureau of Water Permits. The candidate will support the wastewater cybersecurity program, DOW's emergency planning and response activities, and assist with other projects and programs within the Division of Water's Bureau of Water Permits, as needed.

Essential Functions:

1. Cybersecurity

* Assist with rollout of recently adopted cybersecurity regulations for wastewater facilities.

* Provide internal and external communications related to wastewater cybersecurity initiatives, including presentations, trainings, reports, and web content.

* Coordinate with Division of Water and Division of Communication, Education, and Engagement staff to maintain DEC's Wastewater Cybersecurity Resources and Cybersecurity Incident Reporting webpages.

* Monitor the Wastewater Cybersecurity Team's shared mailbox and respond to inquiries and communications as appropriate.

* Respond to and track cybersecurity incidents reported to DEC, utilizing DEC's relevant emergency and communications plans and tracking tools.

* Coordinate and conduct outreach to utilities to increase awareness of available cybersecurity tools, resources, and trainings.

* Review cybersecurity courses and trainings to determine eligibility for continuing education credits for wastewater operators.

* Research, track, and summarize current and emerging cybersecurity and physical security guidance and recommendations applicable to the wastewater sector.

* Monitor and maintain a digital reference library of key cybersecurity and physical security documents and communications from NYS DHSES, NYSIC CAU, EPA, CISA, FBI, and other relevant agencies.

* Develop and maintain effective working relationships with federal, state, and local agencies, professional associations, industry groups, and other external stakeholders to support wastewater cybersecurity, regulatory compliance, and information-sharing initiatives.

* Assist with conducting on-site assessments of publicly owned wastewater facilities by reviewing policies, procedures, emergency and incident response plans, asset inventories, and other relevant documentation of compliance with DEC's wastewater cybersecurity regulations.

* Assist with post-assessment analysis and reporting, identification of deficiencies, development of corrective actions, and drafting of formal follow-up correspondence to permit tees.

* Design, develop, and maintain digital forms and workflows using nForm, DEC's online form tool.

* Assist in the development of policies, guidance documents, and regulatory updates as needed.

* Complete other cybersecurity-related tasks and projects as assigned.

2. Emergency Management

* Draft new and revise existing emergency and incident response plans relevant to Division of Water programs.

* Develop and implement tabletop exercises (TTXs) to test Division of Water emergency and incident responseplans.

* Conduct post TTX analysis and write detailed follow-up reports to document issues identified during TTXexercises; update relevant emergency and incident response plans to reflect lessons learned.

* Liaise with DEC Emergency Management as a representative of the Division of Water; attend emergency management meetings as needed.
