Duties Description

The Assistant Engineer (Environmental) will work within the Bureau of Water Supply Protection (BWSP) in the Implementation Section. This section is responsible for ensuring that the 38 Local Health Departments and 9 District Offices are consistently enforcing the federal regulatory requirements under the Safe Drinking Water Act (SDWA) and the State Sanitary Code. The BWSP is a diverse team of scientists and engineers that work to protect the health of New Yorkers and ensure high quality drinking water is available at the tap.

The incumbent will be responsible for providing engineering expertise, enhanced training and oversight to local health departments and regional offices to ensure consistent implementation of the drinking water supply supervision program across New York State as well as the Department’s drinking water utility cybersecurity initiative. The Assistant Engineer (Environmental) will conduct inspections of water supplies, with a focus on operational technology, information technology and electronic control systems;

and provide technical engineering support for water utilities looking to improve their cybersecurity posture. Duties include but are not limited to:

  • Evaluate water treatment plant control systems for cybersecurity risks
  • Conduct sanitary surveys (inspections) of water systems to document the presence of sanitary defects, significant deficiencies and violations of the sanitary code.
  • Coordinate with Regional Offices and Local Health Departments regarding Public Water Systems’ compliance with the Safe Drinking Water Act and State Sanitary Code.
  • Provide technical assistance, training and guidance on use of the Safe Drinking Water Information System (SDWIS) database and new operating systems associated with SDWIS

Enforce Drinking Water Regulatory Requirements By
  • Issuing violation notices to water systems that fail to comply with drinking water regulations.
  • Developing informal and formal schedules to return water systems to compliance.

Minimum Qualifications

Minimum Qualifications Engineer Trainee, NS (Grade 18)

Either 1. a bachelor's degree or higher in engineering or engineering technology.
* Or 2. proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.**

Assistant Engineer (Environmental), Grade 20

Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND a qualifying bachelor's degree or higher as listed below,
