Duties Description
In the Office of Structures, under the supervision of a Professional Engineer 1, the incumbents may:
- Prepare drawings of moderate to complex difficulty for a variety of structural engineering projects using Micro Station CADD software. Prepare and check engineering computations of moderate difficulty.
- Prepare and check quantity estimates.
- Perform field investigations to collect or confirm data.
- Develop and utilize complete physical engineering models for design, clash detection, visualization, construction coordination, contract plan preparation, and estimating.
- Special assignments to address management needs

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum QualificationsThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
PromotionalTo be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
One year of permanent competitive or 55-b/55-c service as an Engineering Technician, Environmental Engineering Technician 2, Senior Engineering Technician, or Senior Engineering Technician (Soils).
Open CompetitiveEither 1. Two years of drafting experience including at least one year of specialized drafting experience in structural engineering.
Or
- An associate degree in engineering, engineering technology, construction technology, architecture, or architectural technology or a certificate in computer-aided drafting issued by a regionally accredited college or university and one year of specialized experience on civil engineering projects.
- Certificates from a Trade or Technical school will be accepted only if it is from an institution that is regionally accredited or recognized by the NYS Department of Education. Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Additional CommentsApplicants must be currently authorized to work in the United States on a full-time basis.
- For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.…
