The Connect ALL Deployment Manager

coordinates and manages contractor resources to build and activate the Excelsior Broadband Network, a state-of-the-art fiber network connecting public broadband assets across New York State. Reporting to the AVP of Broadband Deployment at Empire State Development, this role serves as the primary logistical coordinator for fiber deployment, directing contractor activity and managing access to regeneration facilities. The position requires in-office presence in Albany and involves extensive travel throughout the state, particularly along the NYS Thruway corridor, to oversee fiber installation, ensure compliance with security and timeline requirements, and resolve field challenges.

• Minimum 4-5 years professional experience with outside plant fiber installation, coordinating field operations, logistics, or vendor management within utility rights-of-way and collocation infrastruct
• Bachelor's degree preferred; strong knowledge of broadband infrastructure deployment, including middle-mile fiber networks, conduit systems, and collocation facilities
• Valid driver's license with ability and willingness to travel throughout NY State, especially along the NYS Thruway corridor for field coordination and facility escort responsibilities
• Strong communication, organization, and time-management skills with ability to handle shifting field schedules and provide routine project updates
• Experience with digital project management tools, asset tracking applications, and/or GIS tracking software
• Familiarity with State agency permitting, county/local municipality coordination, and NYS Thruway Authority safety and access rules
