Duties Description
The Office of Financial Management, Bureau of Community Budget and Financial Management Group is recruiting to fill a Senior Budgeting Analyst/Budgeting Analyst Trainee position. The incumbent will assist with the budgeting, tracking, and allocation of all funding for the OMH Local Assistance Budget which supports more than 700 providers throughout New York State, and for administering the Aid to Localities funding in the Long Island region both of which are central to performing OMH's core mission and protecting the health and safety of New Yorkers.
Responsibilities- Assist with budget development and execution activities for assigned programs including preparing base level budget estimates for the budget request, analyzing policy changes and savings proposals for the Executive Budget, and developing fiscal estimates for legislation or program initiatives.
- Assist with administration of budget implementation and spending plan activities for assigned programs including spending plan updates to the OMH Aid to Localities Financial System (ALFS) by program, at the county/provider level of detail, and reviewing for consistency with the Enacted Budget.
- Conduct routine and ad-hoc fiscal and policy analysis for assigned programs and special projects/budget initiatives including budget savings initiatives for assigned programs and changes to existing fiscal and program policies.
- Monitor and update cash spending projections for ATL funded programs including budget development and execution.
- Maintain and provide training on the fiscal management components within the ALFS and maintain the CBFM chart of accounts within ALFS and SFS.
- Assist with the resolution of ALFS and SFS Budget errors and response to error inquiries from the CBFM Contracts and Claims Unit. This includes the entry of SFS Budget Journals.
- Update OMH's spending plan guidelines which include the rules/control points and fiscal reporting requirements for counties and providers.
- Conduct training sessions for staff from providers, county mental health departments, and OMH field offices on various fiscal procedures and policies.
- Conduct periodic reviews of regulations and rules to determine if any technical changes, or changes required by any budget or legislative initiatives are required.
- Participate in work groups which are established to develop and evaluate changes in methodologies for financing the provision of mental health services.
- Respond to inquiries from counties and providers regarding a wide range of fiscal related questions relating to program areas assigned.
Non-Competitive HELPS:
- Trainee 1:
Four years of experience in budget estimation, justification, and expenditure control functions. OR - Trainee 2:
Five years of experience in budget estimation, justification, and expenditure control functions. OR - Senior Budgeting Analyst:
Six years of experience in budget estimation, justification, and expenditure control functions. (An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree in a related field may substitute for five years of experience; and a doctorate in a related field may substitute for six years of experience.)
Transfer:
- In order to be eligible for transfer, candidates must have one year of permanent competitive or 55-b/c service as a Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or Senior Budgeting Analyst and be eligible for lateral transfer; OR be eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law.

- Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law AND meet the Non-Competitive HELPS minimum qualifications above.
