Minimum QualificationsCandidates must be eligible for transfer or be reachable for appointment from the eligible list. 55b/c eligibility applies for certain transfer paths as described below.
- §70.1 Transfer to Licensing Services Clerk:
One year of permanent competitive or 55b/c service in a title SG-07 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. - §70.1 Transfer to Licensing Services Clerk Trainee:
One year of permanent competitive or 55b/c service in title SG-06 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. - This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.
NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program. For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment (no examination required) but all candidates must meet the minimum qualifications. In the future (within one year of permanent appointment), NY HELPS employees may have their status converted to competitive status without an examination.
They may participate in applicable promotion examinations.

MINIMUM QUALIFICATIONS:
There are no education or experience requirements for Licensing Services Clerk beyond the open-competitive qualifications listed above.
For 55b/c appointment, candidates must possess the minimum qualifications and a current 55b/c eligibility letter, and are subject to verification of eligibility. This position may be filled as a traineeship. Starting salaries are described below; for current NYS employees, salary is based on the hire date. Trainee level advancement to the full performance level requires successful completion of the traineeship.
- $36,232 (Trainee 1 - NS equated to SG-6)
- $42,641 (Full Performance level SG-09)
- Maximum salary up to $52,413 based on annual performance and traineeship advances
Telecommuting up to 30% is possible during bi-weekly pay periods.
