Overview
Under the general direction of the Assistant Director of the Environmental Services Unit (ESU), the incumbent will work on projects focusing on assisting small businesses with regulatory applicability determinations and environmental compliance related to state and federal requirements (water, wastewater, solid waste, hazardous waste, chemical/bulk storage).
Responsibilities- Interpret applicable environmental regulations for small businesses and provide guidance to achieve compliance with the Clean Air Act and other environmental requirements (e.g., Clean Water Act, RCRA).
- Assist in resolving complaints and disputes, including enforcement actions between small businesses and regulatory agencies.
- Track and review new and amended environmental regulations and analyze their potential impacts on small businesses; provide comments and recommendations to EPA and NYS DEC.
- Collaborate with associations and small businesses to improve compliance and provide feedback to regulators on requested measures or modifications.
- Organize and conduct outreach (training workshops and conferences) to inform business owners and managers about responsibilities and rights under environmental laws.
- Identify and refer small businesses to technical and financial resources.
- Coordinate with other agencies and stakeholder groups.
- Present written and oral summaries of project activity to the ESU Assistant Director.
- Work collaboratively with peers, managers, small businesses, and regulators.
- Other assignments or special projects as directed by the ESU Assistant Director.
- Travel up to 15% of time.
Minimum Qualifications: This title is part of NY HELPS. For the duration, may be filled via a non-competitive appointment; candidates must meet minimum qualifications. When permanently converted to competitive status, rights of competitive state employees apply. While in NY HELPS, may participate in promotion exams for which they are qualified.

Qualifications:
Seven (7) years of professional experience developing, evaluating, coordinating, administering and/or promoting environmental programs to prevent/correct pollution.
Substitutions:
- An associate degree substitutes for 2 years of experience.
- A bachelor’s degree substitutes for 4 years of experience.
- A master’s degree substitutes for 5 years of experience.
- A doctorate substitutes for 6 years of experience.
List Eligibility:
Open to those reachable on the Environmental Assistance Representative eligible list.
Reinstatement Eligibility:
Previously held the title on a permanent competitive basis or held a title as indicated under transfer eligibility on a permanent competitive basis.
- Three years of environmental compliance experience applying state and federal regulations, particularly those applicable to New York.
- Proficient in Microsoft Office; familiarity with MS Dynamics and People Soft.
- Excellent oral, written, organizational, and interpersonal skills.
- Ability to work independently and as part of a team.
- Detail-oriented and a problem solver.
- Experience with public speaking and outreach.
Salary Range: $86,681 - $109,650.
Note:
Starting salary for candidates with no prior State service will be set at the minimum hiring rate.
