Duties Description The incumbent of this position will report to the Radiological Emergency Planning (REP) Unit within the Office of Emergency Management.

Duties include but are not limited to the following:

* Assist in providing oversight and direction to section staff.

* Provide a full range of supervisory functions of section staff.

* Lead and assist staff in providing Federal requirement technical planning assistance to state and local agencies in the development of a wide variety of emergency response plans.

* Represent the section in attending or facilitating planning meetings, conference calls, workshops, and in the delivery of exercises to test the effectiveness of emergency plans.

* Assist with the development of policies and procedures for Headquarter Operations.

* Provide guidance to staff in developing, maintaining, and updating the Radiological Emergency Preparedness Annex for Fixed Nuclear Facilities and supporting documents. State Comprehensive Emergency Management Plan (CEMP) and support documents.

* Review and comment on emergency plans, as appropriate.

* Develop, review, and implement state-level REP emergency operational procedures, plans and communications.

* Coordinate and collaborate with public and private sector stakeholders and other organizations that can support the State's disaster planning and preparedness efforts.

* Provide assistance in conducting hazard analysis workshops, risk assessments and using applicable data to support emergency plan development.

* Conduct and/or facilitate the delivery of emergency management related training, both locally and regionally across the State.

* Perform as the Exercise Director, create, conduct and evaluate annual REP Exercises.

* Develop and maintain good working relationships with all REP State, local, federal and licensee partners.

* Represent the REP Section in high level meetings.

* Learn, comprehend, and execute all federal REP requirements.

* Ensure all licensee documentation, brochures, maps and charts are up to date and sent out to the public in as required.

* Perform as the lead for REP related task force teams.

* Ensure all inventory is conducted, track, order and ensure distribution of Potassium Iodide as required.

* Support program efforts for section initiatives and projects, including continuity of operations planning, accreditation efforts, and developing planning guidance.

* Complete administrative paperwork as related to program issues.

* Obtain program-specific and NIMS training to enhance existing skills.

* Identify and establish administrative priorities within assigned programs.

* Perform additional tasks as requested by the Section Chief.

* Support the State Emergency Operations Center Activations.

* Travel may be required.

Minimum Qualifications NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
* To be considered for appointment through NY HELPS or 55b/c candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Seven years of emergency management experience
* as listed below.

Substitutions with a degree in a related field as listed below:

* An associate degree in a related field can substitute for two years of specialized experience;

* A bachelor's in a related field degree can substitute for four years of experience;

* A master's degree in a related field can substitute for five years of experience;

* A doctorate in a related field can substitute for six years of experience.
