duties description
the incumbent will be assigned to the office of business diversity and will assist ogs business units, host agencies, and contractors/consultants/vendors to ensure compliance with new york state executive law article 15a and article 3 of the new york state veterans’ services law. Promoting and encouraging participation by minority, women, and service-disabled veteran owned businesses in state contracting opportunities.
duties will include, but not be limited to:
- review and analyze consultant, construction, commodities, leases, and service contract estimates and “scope of work” to determine minority and women-owned business (mwbe) and service disabled veteran-owned business (sdvob) participation goals
- utilize the new york state contract system mwbe directory and ogs directory of new york state certified service-disabled veteran-owned businesses to determine availability of mwbes and sdvobs to perform work related to the successful execution of a contract
- engage contractors/vendors/subcontractors/subconsultants to ensure their understanding of the contract requirements relative to inputting mwbe data into the new york state contract system upon award and during the entire life cycle of the contract and assist with mwbe compliance audits
- engage contractors/vendors/subcontractors/subconsultants to ensure their understanding of the contract requirements relative to sdvob participation and compliance reporting requirements.
- review, approve, and/or deny utilization plans, waivers, and purchase order requests, etc.
- prepare mwbe/sdvob goal reduction, in-year exclusion, and waiver request justifications for the assistant director’s review
- monitor contractor compliance, audits, and goal attainment on active projects
- develop and maintain an effective working relationship with agency program units, empire state development, ogs division of service-disabled veterans’ business development, and our host agencies.
- assist with general inquiries received from all ogs business units, prime contractors, and certified subcontractors
- participate in pre-award meetings, site visits, and mwbe/sdvob outreach events – travel required
- prepare outreach campaigns to notify mwbes/sdvobs of contracting opportunities
- efficiently utilize program databases, applications, and microsoft office suite
- interact with customers and colleagues in a courteous and professional manner
- perform other duties and special projects as required.
- strong writing, analytical, and database management skills highly preferred.
travel is required (approximately 50%).
minimum qualificationssix years of experience in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations; in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action; or in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector.
substitutions: A bachelor’s degree may substitute for four years of experience. A master’s degree may substitute for one year of experience.
