Position: Homeland Security Program Analyst 3
Duties Description The incumbent of this position will report to the Domestic Terrorism Prevention Unit within the Office of Counter Terrorism.

Duties include but are not limited to the following:

• Lead and manage a team in developing, evaluating, and analyzing New York State's targeted violence and terrorism prevention initiatives, aligning efforts with DHSES Office of Counter Terrorism, and fostering high-quality product delivery through effective management, coaching, and cross-functional collaboration.

• Oversee comprehensive research and analysis to synthesize disparate information and intelligence including creating and disseminating executive-level products such as briefs, memos, reports, and legislative testimonies.

• Manage product creation and dissemination for stakeholders such as behavioral Threat Assessment and Management (TAM) teams and other multidisciplinary interest holders.

• Facilitate effective communication and collaboration across teams to successfully complete projects, create high-quality products, and share insights.

• Perform all administrative managerial duties as required.

• Serve as the lead subject matter expert on targeted violence, including terrorism threats, trends, and research, and provide expert analysis on international and domestic incidents, arrests, and legislation.

• Provide strategic advisory and decision-making support to DHSES and OCT principals on a range of critical topics, acting as a trusted advisor.

• Support and provide oversight for key OCT policy and programmatic initiatives, monitor progress, and update operational protocols as needed.

• Represent DHSES at external engagements such as conferences and meetings and contribute to special projects requiring intelligence and information sharing insights.

• Contribute to emergency management and disaster recovery activities as assigned.

• Work with sensitive information, requiring the ability to obtain a National Security Clearance.

• Perform other duties required.

• Travel may be required (25%). Possession and maintenance of a valid Driver's License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the position.

Minimum Qualifications NON-COMPETITIVE

One year of permanent service as a Homeland Security Program Analyst 2;
OR Eight (8) years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.

Substitution:
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Additional Comments

NOTE:

Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
