Duties Description The incumbent of this position will report to the State Watch Center within the Office of Emergency Management.
Duties include but are not limited to the following:
* Assist with the development of policies and procedures for the New York State Watch Center.
* Prepare daily operational briefings to include information gathered from federal, state and county sources, regional activities, noteworthy news, weather, transportation, utilities, and Geographic Information System (GIS) mapping.
* Monitor multiple sources of information for situational awareness of incidents that may adversely impact areas of New York State, require a multi-agency response, and/or require an Office of Emergency Management (OEM) response.
* Communicate with state, federal, and local officials, agencies, and organizations to confirm the nature, scope, and impact of incidents.
* Serve as the OEM first point of contact for all state agencies regarding any local, county, state, national, and international incidents, emergencies, or disasters,
* Research, analyze, and report on program activities.
* Oversee the operations of the section in the absence of a supervisor.
* Maintain contact information, operational databases, and complex communications systems.
* Assess and evaluate the information using educational and background ability to reason clearly and make sound judgments.
* Notify partners to the activation of the State Emergency Operations Center (SEOC) when necessary and alert the general public of emergency situations in their localities.
* Act as the SEOC Message Center during activations.
* Perform other duties and special projects as required.
* Travel may be required (approximately 10%), including during evenings and weekends, depending on mission and assignment.
* Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.
The NYS Watch Center is a 365-day, 24/7 operation. Shifts will be assigned as follows:
Day Shift from 6:00 AM to 2:00PM
Evening Shift from 2:00PM to 10:00PM
Night Shift from 10:00PM to 6:00AM

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Four years of emergency management experience in one or more of the following areas: coordinating and implementing emergency management, disaster, and/or transportation related preparedness programs; preparing or modifying multiple emergency management plans; preparing, modifying, and presenting emergency management training and/or exercises; gathering and analyzing information to produce briefings or reports to make timely and effective incident response decisions; representing and agency or organization in an Emergency Operations Center or supporting position in the Incident Command System;
managing or supervising response or recovery operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.
Substitutions: an associate degree in a related field can substitute for two years of specialized experience; a bachelor's degree or higher in a related field degree can substitute for four years of experience; a master's degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.
