Associate Environmental Analyst Agriculture; NY HELPS

Harvest your potential with the New York State Department of Agriculture and Markets! The Associate Environmental Analyst (Agriculture) will manage soil and water conservation programs statewide and support the Ecosystems Based Management (EBM) program. The role involves gathering stakeholder input, preparing requests for proposals, managing contracts, monitoring program performance, and reporting outcomes to the New York State Soil and Water Conservation Committee and other forums.

• Work with Division management and staff to advance the mission of the NYS Soil and Water Conservation Committee and other Division priorities.
• Gather input from County Soil and Water Conservation Districts and other stakeholders for pilot project concepts.
• Prepare and issue requests for proposals.
• Execute, monitor, and manage program contracts.
• Evaluate program performance to ensure outcomes align with established goals.
• Report program outcomes at committee meetings and in annual reports.

• One year of permanent, contingent‑permanent, or 55 b/c service as a Senior Environmental Analyst (Agriculture), SG‑18, or equivalent experience.
• Seven years of work experience related to agricultural land use analysis, soil and water conservation management, or protection of farms and farmland resources; or six years of experience in one of the following roles:
  Soil and Water Conservation District Technician or Manager;
  Natural Resources Conservation Service District or Resources Conservation; NY State Soil and Water Conservation Committee Consultant Service Provider;
  Professional Staff of a Land Trust Organization;
  Cooperative Extension Agent (Agriculture); or Regional Planning Commission and County Planning Office.
• Associate, bachelor’s, master’s, or doctorate degree in a related field, with years of experience substituted accordingly.

• Effective oral and written communication skills.
• Ability to interpret complex legal documents and policy guidelines.
• Data gathering, trend analysis, and basic statistics.
• Attention to detail, self‑motivation, and workload prioritization.
• Direct experience with County Soil and Water Conservation Districts.

PEF Salary Grade (SG) 23. Starting salary: $86,681 per year.

Hours:

37.5 per week, Monday–Friday.
