Duties Description The incumbent will serve as a Bureau Director and Deputy Chief Permit Administrator for the Division of Environmental Permits, including managing the Sections within the Breau of Project Management. This is a priority leadership position that will focus on coordinating with DEC programs and other state and federal agencies and on permit related matters; managing reviews for all Uniform Procedures Act permit application types;
overseeing the management of energy generation and transmission projects which are critical to meet Climate Leadership and Community Protection Act (CLCPA) mandates; and preparing determinations under the State Environmental Quality Review Act (SEQR), Environmental Justice Siting Law (EJSL), CLCPA and other applicable policies.
More specific duties will include:
* Managing the Bureau and its Sections, which, together, are responsible for the review of statewide energy generation and transmission projects; development and management of general permits; and other projects with statewide or programmatic significance.
* Establishing the Bureau's mission and setting goals, objectives, and priorities in keeping with DEC policies and assuring that these goals, objectives, and priorities are met;
* Coordinating the efforts of the Sections to ensure all activities necessary for the effective management of statewide permitting are carried out;
* Preparing long-range plans for Bureau activities and priorities, in consultation with the Division Director;
* Overseeing the development and implementation of major initiatives and permit policy issues by providing general direction and supervising staff;
* Rendering policy decisions on major problems and issues regarding allocations of resources and program delivery; and
* Providing support to the Division Director and DEC's executive office by responding to high-level requests for information, implementing direction provided, and proposing resolutions for difficult permitting matters.
Minimum Qualifications For Provisional Appointment:
One year of permanent competitive or 55-b/55-c service as an Environmental Analyst 3.
For Permanent Appointment:
Reassignment - Currently in the title and an employee of DEC.
OR
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title indicated under the transfer eligible section on a permanent competitive basis.
OR
Transfer Eligible - One year of permanent competitive service at Salary Grade 29/M3 or higher and:
Eligible for transfer under Section 52.6 within two salary grades/one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website and search for your title under GOT-IT.
