Location: City of Albany
Duties
Assist in the performance of a wide variety of activities associated with contractual, administrative, and fiscal management services. Duties may include:
- Serving as an agency liaison person
- Providing technical assistance
- Negotiating, developing, preparing, implementing, processing, and tracking contracts
- Auditing and processing contract claims and vouchers
- Reviewing and approving contract payments, ensuring compliance with contract terms
- Evaluating Requests for Proposals (RFPs), Invitation for Bids (IFBs), or Sole/Single Source Procurements
- Supervision of staff
Contract Management Specialist 1’s will provide a wide range of contract auditor support activities, including development of guidelines and standards, analysis of business processes and requirements, drafting and implementing policies and processes, preparing contract data reports, providing guidance, technical assistance and training to contract auditors and agency staff, facilitating contract and procurement processes, and acting as liaison with the Statewide Financial System.
Minimum QualificationsFor appointment to the Contract Management Specialist Trainee 1:
- Four years of experience managing contracts and related budgets, including one or more of negotiation with contractors and vendors; fiscal management (bidding, payment, analysis, fiscal reporting); contract development (creating requests for proposals); contract execution (securing signatory approval from control agencies); monitoring and review of contract terms.
For appointment to the Contract Management Specialist Trainee 2:
- Five years of experience managing contracts and related budgets, including one or more of negotiation with contractors and vendors; fiscal management (bidding, payment, analysis, fiscal reporting); contract development (creating requests for proposals); contract execution (securing signatory approval from control agencies); monitoring and review of contract terms.
For appointment to the Contract Management Specialist 1 (SG-18):
- Six years of experience managing contracts and related budgets, including one or more of negotiation with contractors and vendors; fiscal management (bidding, payment, analysis, fiscal reporting); contract development (creating requests for proposals); contract execution (securing signatory approval from control agencies); monitoring and review of contract terms.
- An associate’s degree may substitute for two years of experience.
- A bachelor’s degree may substitute for four years of experience.
- A master’s degree may substitute for five years of experience.
- A doctorate degree may substitute for six years of experience.
Minimum Qualifications
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.
For 70.1, 52.6 or 70.4 transfer to a Contract Management Specialist 1 (SG‑18), you must have one year of permanent competitive, or 55‑b/55‑c service in an approved title for transfer designated to an SG‑16 or above, SG‑14 or above for a Trainee 2, SG‑12 or above for a Trainee 1, depending on qualifications.
Applicants may be required to serve a 1 or 2‑year traineeship that leads to the full level SG‑18 position.
Preferred Qualifications- Knowledge of NYS contract laws, rules and regulations
- Knowledge of the Statewide Financial Services system and the related contract audit systems, including Contract Audit Module
- Ability to communicate contract audit requirements to system users
- Ability to assist with contract policy and user document development and execution
