Job Title: Policy Analyst

Location: Albany, NY (Hybrid)

Duration: 18 months (with potential for extension)

Start Date: Estimated 10/01/2026

Hourly Rate: W2 $ 60 - $85/hr

Overview

We are seeking a Policy Analyst who will support our NYS client to analyze, develop, implement, and evaluate policies, regulations, and program initiatives supporting Universal Child Care Consulting and Implementation Support Services. This role will collaborate with program leadership, business stakeholders, legal and compliance teams, and operational staff to align policy objectives with legislative, regulatory, operational, and system requirements.

Duties
  • Conduct research and analysis of federal, state, and local laws, regulations, policies, and program guidance.
  • Analyze the impact of proposed legislation, regulations, and policy changes on business processes, systems, and operations.
  • Develop policy recommendations and supporting documentation for program leadership and executive stakeholders.
  • Draft, review, and maintain policy documents, program guidance, procedures, and implementation materials.
  • Collaborate with business stakeholders, legal teams, program staff, and technical teams to translate policies into operational and system requirements.
  • Support policy interpretation and provide guidance regarding program rules, eligibility requirements, and regulatory obligations.
  • Evaluate existing policies and procedures and recommend improvements that support program goals and operational efficiency.
  • Develop policy analysis reports, briefing materials, impact assessments, and executive summaries.
  • Facilitate stakeholder meetings and working sessions to gather input and build consensus on policy decisions.
  • Support implementation activities associated with policy, regulatory, or legislative changes.
  • Assist with requirements development and business process analysis related to policy implementation initiatives.
  • Support compliance reviews, audits, and responses to oversight agencies or regulatory bodies.
  • Identify and communicate policy-related risks, issues, dependencies, and implementation impacts.
  • Coordinate knowledge transfer and training activities related to new or revised policies and procedures.
Mandatory Qualifications
  • Proficiency with Microsoft Office Suite, including Excel, PowerPoint, and Word.
  • Excellent written, verbal, facilitation, and presentation skills.
  • Experience developing policy guidance, procedures, and implementation documentation.
  • Experience conducting policy research, impact analysis, and regulatory interpretation.
  • Strong analytical, research, and problem‑solving skills.
  • 5+ years of experience in policy analysis, program analysis, public administration, or regulatory compliance roles.
Desirable Qualifications
  • Experience with Medicaid, public assistance, eligibility, enrollment, regulatory compliance, program operations, process improvement, change management, or policy implementation.
  • Experience working within cross‑functional teams and engaging executive stakeholders.
  • Experience supporting program modernization and policy implementation initiatives.
  • Knowledge of federal and state legislative and regulatory processes.
  • Experience supporting Human Services or Health and Human Services programs and initiatives.
  • Experience supporting New York State government programs or consulting engagements.
  • Master’s degree in Public Policy (MPP), Public Administration (MPA), Law, or a related discipline.
Educational & Certification Requirements
  • Bachelor’s degree in Public Policy, Public Administration, Political Science, Economics, Law, Health Policy, Social Work, Business Administration, or a related field required.
