Duties Description

The Housing Unit within the Division of Service Access, Program Implementation & Stakeholder Supports (SPS), is in need of a Program Operations Specialist 1 to assist with the coordination and delivery of activities necessary to OPWDD's varied housing programs. This position will be integral in the areas of coordinating office activities, document preparation, and program related technical assistance.

The Housing Unit is tasked with advancing non-certified/independent housing options for people with intellectual and/or developmental disabilities. Additionally, the Housing Unit oversees the state-wide operations of the Certified Residential Opportunities process which supports OPWDD eligible individuals in accessing housing. These initiatives are in-line with OPWDD's mission of assisting people with intellectual and/or developmental disabilities live richer lives. As such, many of the initiatives handled by the unit play in integral role in OPWDD's larger strategic goals.

We are seeking a detail-oriented person to assist the unit with tracking and completing the required assignments.

Responsibilities of this position include but are not limited to:

  • Assist with development of systems and processes for effective collection of data and reporting on activities and areas related to housing
  • Utilize information technology applications such as email, databases, spreadsheets, and word processing
  • Creation and editing of documents pertaining to housing including, but not limited to:
    Policy Manuals, Presentations, and Request for Applications
  • Respond to inquiries in writing or by phone
  • Review applications for project funding related to Integrated Supportive Housing (ISH) projects and the Empire State Supportive Housing Initiative (ESSHI)
  • Oversight of existing ISH and ESSHI projects to ensure compliance with program related expectations
  • Some public speaking will be required
  • Assistance with tracking of assignments and responsibilities for management
  • Assistance with submission and tracking of materials and documents that require senior leadership approval
  • Compose, type, and distribute meeting notes, correspondence, and reports
  • Review work and documents for spelling and grammar for finalization
  • Other duties as assigned
Minimum Qualifications

OPEN COMPETITIVE:

Program Operations Specialist Trainee 1, NS (equivalent to SG-14):

A bachelor’s degree in a human services field.

Program Operations Specialist Trainee 2, NS (equivalent to SG-16):

A bachelor’s degree in a human services field and one year of experience in a federal or state certified human service program, which must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities. This experience must have included information gathering and analysis.

Program Operations Specialist 1, SG-18:

A bachelor’s degree in a human services field and two years of experience in a federal or state certified human service program. One year of this experience must have been in a professional administrative position in which a major duty involved planning, coordinating, monitoring or evaluating a provision of services for people with developmental disabilities. This experience must have included information gathering and analysis.

COMPETITIVE:

Candidates must be reachable for appointment on the current Civil Service Eligible List or the Professional Career Opportunities (PCO) Eligible List for this title.

Substitution

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

TRANSFER

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

55 B/C QUALIFICATIONS
  • Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.
