Duties Description The Office of Mental Health (OMH) is recruiting to fill a Contract Management Specialist 1/Contract Management Specialist Trainee position in the Office of Financial Management, Community Budget and Financial Management Group (CBFMG). This position will ensure timely review and processing of payments to 62 counties. Under the direction of higher-level managers, the incumbent will administer contracts and procurements for community-based mental health services throughout New York State.
Specific duties to be performed may include, but are not limited to, the following:
* Review, process, and monitor/track assigned workload by using internal databases, the Statewide Financial System (SFS), the Aid to Localities Financial System (ALFS), project management tools, and SharePoint records as required.
* Review proposed contracts for fiscal and programmatic correctness, adherence to State policy, compatibility with agency programs and goals, availability of funds, and appropriateness of rates.
* Conducts cost evaluations and prepares or assists with the preparation of cost evaluation reports.
* Analyze data and prepare reports for internal and external stakeholders.
* Provides guidance, technical assistance, and training to agency staff and/or local providers to facilitate the contract processes, ensuring all control requirements are met.
* Reviews budget modifications and contract amendments to determine the impact on the contract and to ensure continued compliance with applicable regulations.
* Recommends improvements to contract management related office policies and procedures.
* Contact agency staff to review contract preparation and award requirements.
* Create and maintain relationships with fiscal agents representing provider agencies (sub-recipients and contractors).
* Maintain correspondence and documentation related to contracts including monthly spenddown sheets.
* Communicate and present information to stakeholders (OMH staff and providers) regarding contracts and payment process, obtain various contract documents, and participate in outreach and training efforts, both internally and externally.
* Monitor contract process and assist with contract extensions.
* Problem-solve with PD, PI and others on contract-related issues.
* Document major or difficult issues or problems and refer them to higher level staff.
* Other duties as assigned.

Four years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
Contract Management Specialist Trainee 2:
Five years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.
