Duties Description
Under the direction of the Contract Management Specialist 2, the incumbent will be assigned to the Procurement Team within the Office of Budget and Finance. Duties of the position will include, but are not limited to:
- Participates in the development of RFPs, invitation for bids (IFB), mini bids, request for quote (RFQ), request for information (RFI), and single/sole source procurements;
- Develops and maintains effective working relationships with DCJS program areas, the Office of the State Comptroller, and Office of the Attorney General;
- Provides guidance and technical assistance to agency staff to facilitate the contract and procurement processes;
- Initiates and responds to new and ongoing program requests for contractual services, including identification of the procurement and contracting methods, liaising with procurement staff and follow up on all activities related to contract development;
- Acts as the primary liaison with program areas to draft and review formal written contract documents with vendors and negotiate terms, conditions, and rate;
- Prepares and processes contract agreements and all documentation and justification necessary to obtain the necessary approvals of control agencies, managing the contract through the approval process and keeping stakeholders involved of the status of the contracts and action items;
- Reviews the procurement record and responds to inquiries;
- Participates in post contract inquiries from control agencies and other stakeholders;
- Assists in resolving program and vendor contract complaints/disputes and follow-up to ensure efficient delivery of services and adherence to contract terms;
- Reviews budget modifications and contract amendments to determine the impact on the contract and ensure adherence to applicable statutes, executive orders and policies;
- Assists in updating procedures to reflect changing laws and policies, and that any changes are disseminated through the agency, providing technical assistance to personnel when needed; and,
- Prepares reports, analysis and correspondence to management and other internal stakeholders.

Contract Management Specialist Trainee 1, NS:
Four years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. An associate degree may substitute for two years of experience;
a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. All candidates that have taken and passed the most recent Professional Career Opportunities (PCO) exam are encouraged to apply. Advanced placement to the trainee 2 or journey level may be possible depending on education and experience.
