Duties Description
The Regulatory and Policy Unit Manager serves as the Division of State Emergency Medical Services’ lead analyst for EMS, trauma, and disaster health regulation, policy, guidance, and legislative matters. The position develops and advances regulations in accordance with Public Health Law, the State Administrative Procedure Act, Department rule making procedures, and other applicable requirements; conducts health planning, policy, and legislative analyses; develops policy and guidance documents that provide operational detail, interpretation, and instructions not typically contained in statute or regulation;
evaluates statewide system needs and performance; and prepares evidence-based recommendations for Division and Department leadership.

The Regulatory and Policy Unit Manager serves as the Division of State Emergency Medical Services’ lead analyst for EMS, trauma, and disaster health regulation, policy, guidance, and legislative matters. evaluates statewide system needs and performance; and prepares evidence-based recommendations for Division and Department leadership.
The incumbent leads the day-to-day operations of the Regulatory and Policy Unit and coordinates work with Division programs, Department legal counsel, regulatory affairs staff, legislative affairs staff, other governmental entities, regulated organizations, professional associations, and external stakeholders. The position ensures that regulations, policy and guidance documents, legislative analyses, and related materials are legally consistent, analytically sound, operationally feasible, clearly written, and aligned with Division priorities and statewide EMS system needs.
