Duties Description

Under the direction of the State and Local Planning Unit Director, the Program Research Specialist 1 supports planning, research, analysis, and evaluation activities for the Division of Planning, Research, Information Management, & Evaluation (PRIME). Duties and responsibilities include but are not limited to:

  • Assists with state planning by tracking Division Planning Priorities and connecting those initiatives to the Goals and Objectives outlined in the OASAS Strategic Plan
  • Supports the local planning process by providing technical assistance to the Local Government Units completing the annual updates to the Local Services Plans
  • Analyzes local service plans for inclusion in long-range statewide planning initiatives and develops strategies for including local priorities into Statewide policies.
  • Conducts literature searches to support research projects within the PRIME Division.
  • Provides research assistance for the semiannual provider surveys.
  • Uses data visualization software such as Tableau to present substance use prevalence and substance use disorder data to Local Governmental Units and external audiences.
  • Evaluates substance use prevalence data sources to determine any limitations in terms of reliability or usability.
  • Performs data manipulation tasks with quantitative and qualitative data, such as data construction, merging data files, and data cleaning to analyze and visualize state and local planning.
  • Identifies new program needs, considering agency goals and other relevant conditions and trends, and the effects of actual or proposed legislation within the framework of the Statewide Comprehensive Plan.
  • Prepares tables, graphs, fact sheets, and written reports summarizing research and analysis results for Local Services Plans, Statewide Comprehensive Plan, and the semiannual provider surveys.
  • Performs other related duties as assigned.
