Environmental Specialist​/Trainee​/Trainee ; NY HELPS

Duties Description

The Environmental Specialist 1 (ES1) duties include, but are not limited to, the following:

• Coordinate Regional actions to comply with applicable historic preservation regulations, and support Department policy, with respect to historic and cultural resources. Tasks include: screening for and identifying potential resources; acting as a liaison to State and Federal agencies, and Native American Tribes, for project-specific consultation on cultural resource issues; and advancing the cultural resources assessment, review, and mitigation process to completion.
• Research and analyze environmental resources such as wetlands, streams, endangered species, cultural and historic resources, etc. that may be affected by proposed transportation projects. Tasks include data gathering, environmental analysis, report writing, and providing recommendations to supervisors and project managers.
• Use Geographic Information Systems (GIS) to identify and evaluate environmental resources present on proposed transportation projects.
• Prepare project level correspondence and reports for coordination with involved state and federal regulatory agencies and secure all necessary approvals and permits.
• Review State Pollution Discharge Elimination System (SPDES) stormwater management practices and Stormwater Pollution Protection Plans (SWPPP’s).
• May require training and certification to identify and design remediation of contaminated and hazardous materials.
• Conduct wetland and compensatory mitigation tasks including: wetland delineations; assessment of project impact and potential avoidance/minimization measures; evaluation and conceptual design of potential mitigation sites; and post-construction mitigation site monitoring.
• Assist with the implementation of the Region’s Municipal Separate Storm Systems (MS4s) outfall inspection program.
• Promote the Department’s environmental ethic through implementation of environmental initiatives that ensure projects and other actions are conducted in the most environmentally sound manner feasible.
• Attendance at training and other learning opportunities may be required to stay current and to enhance knowledge of Department and Regional policies and procedures and other design and environmental topics.

Periodic field work is required for the position. The work may involve work within wetlands, streams, forested areas, and other areas within the New York State Right-of-Way.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:

Four years of environmental analysis experience which must include substantial involvement in the preparation and review of environmental impact analyses, requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures, and standards; preparation of technical analyses on environmental impact matters; providing consultation on environmental impact laws, rules, and regulations; or conducting office evaluations and field investigations related to environmental regulatory programs.
