Duties Description
Reporting to the Director of the Center for Health Care Policy and Resource Development within the Office of Primary Care and Health Systems Management, provide strategic leadership to direct Rural Health Transformation Program implementation.
DescriptionOversee the design, implementation, evaluation, and monitoring of Rural Health Transformation Program initiatives and lead the internal implementation workgroup to ensure compliance and progress. Manage and direct all project activities, staff, and contractors; conduct vendor and grantee procurement, oversee the project budget, and conduct procurements.
Develop and maintain relationships with stakeholders, act as a liaison with federal and state agencies, rural providers, and communities, and provide staff support to the external advisory workgroup.
Monitor progress to ensure that project milestones are reached on schedule, identify risks and potential impact on projects, and develop risk management and contingency plans.
Ensure compliance with federal Cooperative Agreement Terms and Conditions and other applicable state and federal requirements.
Provide periodic reports and presentations on project progress to managers and stakeholders.
Prepare reports, funding applications, and other required submissions to the federal government and other entities.
Respond to critical situations and requests for information.
Work closely with the press office, web team and other agencies to ensure information is publicized and clearly communicated on the website where applicable.
Represent the Department of Health at internal and external meetings.
Other duties as assigned.
QualificationsMinimum Qualifications
- Bachelor’s degree and six years of progressively responsible experience in program policy and administration development and implementation for a health-related organization or health-related program AND at least three years of supervisory experience OR one year of managerial experience.
- Education substitution:
Four years of specialized experience or an associate degree and two years of specialized experience may substitute for the bachelor’s degree. - Experience substitution: J.D. or master’s degree may substitute for one year of specialized experience;
Ph.D. may substitute for two years of specialized experience.
Preferred Qualifications
- At least 7 years of full-time experience in program implementation and evaluation.
- Demonstrated experience in leading and managing state and federal program contracts.
- Demonstrated in-depth and current knowledge of rural health issues, initiatives, and resources.
- Experience administering or directing large scale federal cooperative agreements, such as CMS initiatives or health transformation efforts involving rural or underserved populations.
- Experience in supervision and team-based management and experience managing a diverse group of projects and staff.
- Excellent analytical, organizational, and planning skills with an ability to prioritize drive and complete multiple projects under stringent deadlines, and to respond to changing priorities is essential.
- Excellent interpersonal, influencing, written and oral communication skills essential.
- Demonstrated ability to build relationships with staff in the healthcare industry.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
