Duties Description
The Office of Financial Management, Strategic Financial & Managed Care Group is recruiting to fill a Mental Health Program Specialist 2 position.
- Support the Bureau on a broad range of program development, implementation and evaluation activities related to children’s behavioral health services.
- Support children’s behavioral health efforts within Medicaid managed care and other lines of business, as applicable.
- Co‑facilitate internal State planning groups.
- Assist in coordinating the inclusion of children’s services into oversight procedures.
- Assist the Bureau through monitoring and coordinating provider‑facing mailboxes.
- Support community and stakeholder engagement efforts, including coordinating and participating in community events and discussions.
- Partner with other OMH divisions and NYS agencies, including the Office of Addiction Services and Supports (OASAS), Department of Health (DOH), Office of Children and Family Services (OCFS), and Office for People with Developmental Disabilities (OPWDD).
- Monitor and evaluate health plans’ compliance with behavioral health standards.
- Support the Bureau by organizing, coordinating, and participating in routine and ad‑hoc oversight activities.
- Accept new responsibilities, as needed, in response to the Division’s evolving needs.
Non‑Competitive Minimum Qualifications Under the NY HELPS Program:
A bachelor's degree in biology and all subspecialties of biology relating to human biology, child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education and three years of professional clinical or administrative experience in a federal or state‑operated, licensed, certified, or funded mental health program.
A master's degree in biology and all subspecialties of biology relating to human biology, child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.
Transfer Opportunity:
Candidates must have one year of permanent competitive or 55b/c service as a Mental Health Program Specialist 2, G‑23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having one year of permanent competitive or 55b/c service in a qualifying title within two salary grades or one M‑grade of the Grade 23 level.

- This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
- At a future date, it is expected that employees hired under NY HELPS will have their non‑competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
