Job Summary
The candidate will support the modernization of the NYS Child Support system with a core focus on the financial module and will be primarily responsible for analyzing existing legacy mainframe code in COBOL with a focus on business analysis and extracting embedded business logic. This role requires an experienced candidate that has worked on Child Support systems and has implementation experience in documenting and analyzing current-state processes for managing collections, disbursements, adjustments, un‑identified payments and reconciliation.
The candidate should have Child Support domain experience in the financial management module and has hands‑on experience with transforming legacy Child Support systems in other states. The candidate will work closely with State subject matter experts to create to‑be functional models, requirements, etc. and ensure that all child‑support specific policies, case management rules, and federal regulations are accurately reflected in the transformation system.
- Conduct detailed analysis of legacy mainframe financial modules, other Child Support modules and COBOL programs and batch jobs to document, interpret, translate and convert to a to‑be model for business rules, workflows and system dependencies.
- Lead discovery workshops with State subject matter experts to validate undocumented rules governing collections, disbursements, adjustments, un‑identified payments, reconciliation and bank integrations.
- Collaborate with data conversion teams to simplify and clarify legacy account structures, including ledgers, payment histories, disbursements, unresolved balances and audit and compliance trail requirements.
- Identify opportunities to simplify or eliminate redundant processes or recommend business transformation while ensuring compliance with Federal and State mandates.
- Other duties as assigned.
- Level III—More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Business Analyst.
- 7+ years of experience as a Business Analyst on large‑scale IT modernization projects, with expertise in financial systems.
- 5+ years of experience in requirements gathering, process mapping and documentation for complex financial transactions, payment processing and reconciliation.
- 3+ years of experience as a Business Analyst on Child Support Services systems.
- Experience in analyzing COBOL, ECL, DMS/RDMS or related mainframe technologies to document embedded business rules.
- Experience with federal and state policies impacting child support distribution, reconciliation and financial reporting.
- Bachelor's degree in Computer Science, Information Systems or a related field.
- Experience with compliance requirements such as audit trails, financial integrity checks, and regulatory reporting needs in child support programs.
