Under the direction of an Information Technology Specialist 4, within the Digital Transformation Office, Digital Experience Bureau, Human-Centered Design Section this Information Technology Specialist 2 position will serve as an application user experience designer/developer supporting DTO projects and will also advise/enable user centered design and development practices within other teams within the Office of Information Technology Services (ITS).
DescriptionUnder the direction of an Information Technology Specialist 4, within the Digital Transformation Office, Digital Experience Bureau, Human-Centered Design Section this Information Technology Specialist 2 position will serve as an application user experience designer/developer supporting DTO projects and will also advise/enable user centered design and development practices within other teams within the Office of Information Technology Services (ITS).
The position will support the design/development efforts of multiple projects across channels, touchpoints, and state agencies through the entire design lifecycle - from user research to user interaction design to user interface design, and NYS branding.
Specific duties for this position include, but are not limited to, the following:- Conduct user/project research, surveys, interviews, persona and user profile creation.
- Facilitate design thinking workshops, journey mapping, user needs modeling, etc.
- Perform UX design work and create standard deliverables, sketches, storyboards, wireframes, user stories, user flows, prototypes, user testing, etc.
- Programming tasks such as HTML, CSS, JavaScript for user interface elements.
- Design and program object-oriented user interface components for reuse in prototyping software.
- Create and synthesize (from various projects) user interface design patterns for broad reuse (HTML/CSS/JavaScript / UI reference patterns).
- Implement the collection of quantitative and qualitative UX metrics that support business KPIs.
- Assist in training ITS distributed project teams (primarily business analysts and user interface designers/developers) to raise UX skills capacity.
- d are hard to use. Standard traffic analytics do not uncover usability issues. Direct engagement with NYS residents is the best way to discover opportunities for improvement. Interactions can then be designed and developed for usability and accessibility. A human-centric approach can be adapted to the traditional SDLC. This position will support carrying out this imperative.
Minimum Qualifications
- Open Competitive: A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science.
- OR A bachelor's or higher-level degree in any field and one year of experience in information technology.
- OR 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology.
- OR Two years of professional experience in information technology.
Promotion:
Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 1, Salary Grade (SG) 14.
Transfer:
Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G-18; OR in a title G-16 or above deemed administrative under Section 52.6 of the Civil Service Law.
55b/c Appointment:
This position is eligible for 55b/c designation and candidates are encouraged to apply.
- Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
- Appointment to this position is not final until all agency approvals have been granted.
ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
