IT Consultant, IT Project Manager, Systems Analyst
Location: City of Albany
Responsibilities
- Manage multiple projects of small or medium scope and assist in coordinating portions of larger projects utilizing various methodologies such as Waterfall, Agile or Hybrid.
- Develop and implement project management plans and supporting documentation.
- Interact with both internal (ITS) and external (OGS and other agencies/entities/vendors) stakeholders and coordinate the activities of the project team to ensure that the project objectives are met.
- Perform vendor management and/or procurement roles and responsibilities as needed.
- Perform risk analysis and manage mitigation activities.
- Evaluate solution performance against business goals and objectives.
- Demonstrate strong, professional, respectful communication skills, both verbally and in writing.
- Organize and maintain a project management library.
- Implement project management processes and policies.
- Perform PMO governance functions.
- Maintain effective professional work relations with individuals, teams, and contacts both with ITS, OGS and other agencies and/or vendors.
- Supervise lower-level staff (as needed).
- Adhere to the current time and attendance rules and regulations.
- Additional roles and responsibilities may be required based on need.
Non-competitive Minimum Qualifications
- PMP and/or CAPM certification or equivalent.
- Five years of experience in project management including planning and at least three of the following process groups: origination (including governance work intake, portfolio management, capacity demand planning), initiating, executing, controlling, and closing; and/or vendor management experience.
- Substitution: an associate degree may substitute for one year of experience; a bachelor’s degree may substitute for two years; a master’s degree for three years; a doctorate for four years.
Open Competitive Minimum Qualifications
- A bachelor’s or higher-level degree including or supplemented by 15 semester credit hours in computer science; or
- A bachelor’s or higher-level degree in any field and one year of experience in information technology; or
- 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology; or
- Two years of professional experience in information technology.
Promotion Eligibility
- Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 1, Salary Grade (SG) 14.
Transfer Eligibility
- Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G‑18; or in a title G‑16 or above deemed administrative under Section 52.6 of the Civil Service Law.
55(b)/(c) Appointment
This position is eligible for 55(b)/(c) designation and candidates are encouraged to apply.
Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring. Appointment to this position is not final until all agency approvals have been granted. Some positions may require fingerprinting, up to 25% travel, and/or lifting up to 50 lbs.

Location Supplements:
