Business Analyst-W2

Position Summary

This position will develop and/or maintain business requirements, test plans and test cases and perform functional and regression testing on applications. It will also support production applications.

• Security Requirements:
  Mandatory ITS Security Agreements and Fingerprint-based Background Check
• Training Requirements:
  The candidate will complete the mandatory training from OER
• Knowledge Transfer:
  Resource will work with State staff to ensure sufficient document/artifact reviews during the engagement. Resource will perform tasks associated with the KT Project plan, including cross training and overviews for completed projects. Written documentation may be required.
• Travel Frequency and Locations:
  No travel anticipated for this engagement

• Analyze system documentation and system artifacts to develop an understanding of the associated business process.
• Elicit business system requirements using one or more methods: analyze current processes, interview users, conduct group meetings, review/analyze existing documentation or system artifacts.
• Document and analyze as‑is and to‑be business processes.
• Develop or maintain high‑level and detailed system requirements in the form of clear business requirements documents, context diagrams, process flow diagrams, data dictionaries, and use cases.
• Develop or maintain test plans and detailed test cases.
• Develop or maintain user acceptance testing plans and help desk support guides.
• Develop detailed functional and system tests from documented system requirements. Ensure appropriate test coverage by mapping system requirements to test cases.
• Develop or contribute to regression tests and/or user acceptance tests.
• Execute functional and system tests, including regression tests. Participate in user acceptance testing.
• Identify and document application defects and track them to resolution, performing retesting as required.
• Identify and document deficiencies in system documentation (e.g., missing or ambiguous requirements) identified during the testing process.
• Respond to and work through incident tickets submitted by users of business applications.

• 84 months of experience eliciting business requirements from business customers or system artifacts and maintaining such requirements.
• 84 months of experience developing business requirements and process documentation such as use cases, process flows, screen mock‑ups, and data dictionaries.
• 84 months of experience creating test plans and test cases, executing functional and system tests including regression tests. Ensure appropriate test coverage by mapping system requirements to test cases.
• 84 months of experience identifying and documenting application defects, tracking defects to resolution, and performing retesting as required.
• 24 months of experience with systems related to criminal justice processing (including but not limited to statistical reporting, disposition processing, fingerprint identification processing, criminal history updating, Sex Offender management, tracking of Wanted/Missing persons, or other applications utilized by law enforcement).
