• Lead and manage cross‑functional IT projects focused on system transformation from legacy IBM Lotus Notes/HCL Domino to modern platforms such as Salesforce or MS Dynamics.
• Develop and maintain project plans, schedules, budgets, and resource allocations covering scope, risks, issues, and change management throughout the full project lifecycle.
• Conduct business analysis, elicit requirements, and translate them into functional and technical specifications.
• Facilitate requirements sessions with business, technical, and executive stakeholders; communicate requirements clearly to all teams.
• Perform technical evaluations of platforms, vendor proposals, and solutions to support transition decisions.
• Oversee testing, data migration, integration, user training, and post‑implementation support for system upgrades.
• Maintain comprehensive project documentation, including change logs, status reports, and executive briefings.
• Manage project governance, executive status meetings, scrum meetings, and agile ceremonies.
• Track project costs, expenditures, and deliverables against baseline and budget.
• Ensure compliance with secure system development life cycle (SSDLC) and other internal standards.

• Minimum 14 years of experience in managing and leading complex IT projects for U.S. government agencies.
• Minimum 24 months of experience with end‑to‑end transformation of IBM Lotus Notes/HCL Domino to modern platforms, including planning, data migration, integration, testing, training, and support.
• At least 84 months of experience in drafting scope documents, managing deliverables, and coordinating stakeholder requirements.
• At least 84 months of experience conducting technical evaluations of software solutions and vendor proposals.
• 24 months of experience in software development (design, coding, testing, deployment).
• Experience managing detailed project schedules using tools such as Microsoft Project, with knowledge of Waterfall, Agile, and hybrid methodologies.
• Master’s degree in Computer Science, Business Management, Mathematics, Engineering, or a related field.
• Project Management Professional (PMP) certification.
• Proof of identification documents (driver’s license, green card, visa, passport if applicable).
• Copies of all professional certifications and degrees.
