Description
This position will support the Systems Innovation Division with tax modernization. Incumbents will collect and document requirements, document system functions, test system changes prior to delivery, and serve as ITS liaisons between business users and the development team.
Duties DescriptionKey responsibilities include:
- Obtain, document and track business requirements to develop automated applications that meet business priorities.
- Attend daily project meetings while documenting decisions and tracking issues to ensure they are resolved.
- Create functional design specifications for system implementations, integrations, and enhancements.
- Perform functional testing.
- Maintain project documentation.
- Identify, evaluate, and escalated issues and risks in a timely manner to management, along with potential options for solution or resolution.
- Identify issues requiring a technical solution and assist in continued improvement.
- Communicate technical issues and information effectively, both verbally and in writing, with functional and technical staff.
- Collaborate effectively within a team environment.
- Work in a fast‑paced environment where legislative changes must be quickly implemented.
- Adhere to the time and attendance policies of the department.
Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non‑competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum Qualifications
This position may be filled as a two‑year traineeship; advanced placement is at the discretion of the hiring agency.
- Trainee 1 is equated to SG‑14, $53,764
- Trainee 2 is equated to SG‑16, $59,994
- Journey Level, SG‑18 starting salary is $66,951
Four years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organization's business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process or; describing in a comprehensive written document what the system, process or product service must do in order to satisfy the established business requirement;
this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities;
this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
Substitution:
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
