Location: City of Albany

Overview

BI Developer – Albany, NY (Hybrid). Duration: 18 months (with potential for extension).

Start Date:

Estimated 10/01/2026. Hourly Rate: W2 $ 70 - $85/hr final date to receive applications: 7/15/26. This is an exempt position. Salary commensurate with experience.

Responsibilities
  • Design, develop, test, and maintain enterprise reports, dashboards, scorecards, and data visualizations.
  • Gather and analyze business and reporting requirements and translate them into technical reporting solutions.
  • Develop interactive dashboards and self-service reporting solutions using Tableau, Power BI, or similar BI platforms.
  • Create and optimize SQL queries, views, datasets, calculated fields, KPIs, metrics, and business rules.
  • Collaborate with stakeholders to define report specifications, performance indicators, and success metrics.
  • Validate and reconcile data across multiple source systems to ensure reporting accuracy and consistency.
  • Support data profiling, data quality, data validation, ETL, integration, and scheduled data refresh activities.
  • Troubleshoot and resolve report performance issues, data discrepancies, dashboard defects, and access issues.
  • Develop and maintain technical documentation, report inventories, data dictionaries, and user guides.
  • Support user acceptance testing, report validation, knowledge transfer, training, and ongoing business-user support.
  • Identify and communicate reporting risks, dependencies, issues, and impacts to project leadership.
  • Support implementation and modernization initiatives involving reporting, analytics, and business intelligence capabilities.
Mandatory Qualifications
  • 5+ years of experience developing business intelligence, reporting, and analytics solutions.
  • Hands-on experience developing dashboards and visualizations using Tableau, Power BI, or similar BI platforms.
  • Strong experience with SQL and relational databases for querying, reporting, and data analysis.
  • Experience with data modeling concepts, including star schemas, dimensions, facts, and reporting data structures.
  • Experience creating reports, dashboards, scorecards, KPIs, calculated fields, and semantic or business layers.
  • Experience validating and reconciling data across multiple source systems and resolving reporting discrepancies.
  • Experience supporting ETL, data integration, data transformation, and data refresh processes.
  • Experience supporting UAT, report validation, documentation, training, and production support.
  • Strong analytical, problem-solving, written, verbal, and presentation skills.
Desirable Qualifications
  • Experience supporting enterprise reporting and analytics initiatives in large organizations.
  • Experience supporting New York State government consulting engagements.
  • Experience supporting Human Services or Health and Human Services programs and initiatives.
  • Experience with Tableau Server, Power BI Service, report publishing, security, and user access management.
  • Experience with SQL Server Reporting Services, Microsoft SQL Server, Oracle, or similar technologies.
  • Experience with Microsoft Excel and advanced analytics functions.
  • Experience using JIRA, Azure Dev Ops, and Confluence.
  • Experience working with Agile, Waterfall, and hybrid delivery methodologies.
Educational & Certification Requirements
  • Bachelor's degree in Computer Science, Information Systems, Data Analytics, Business Administration, Statistics, or a related field preferred.
