Duties Description
The incumbent will be primarily responsible for work efforts for the Bureau of Upstate Eligibility Systems (UES) as part of the Testing team related to the implementation of rule changes in compliance with the federal HR1 (Big Beautiful Bill) legislation including, but not limited to:
- Develop and implement test plans, test cases, and test scripts based on information shared in joint application design sessions, functional and interface documentation, and other sources.
- Implement and maintain script development strategies and procedures
- Communicates business process and system requirements to IT staff, program staff, and stakeholders.
- Track that scope, scenarios, and scripts are mapped to ensure coverage of system testing for proposed changes.
- Collaborate with other departments and stakeholders to manage and prioritize testing efforts
- Develops test data and scenarios, tests systems functions in UAT, and documents the results.
- Writes procedure manuals and documents business process deficiencies requiring resolution during or after implementation.
Minimum Qualifications
Permanent transfer candidates:
Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Business Systems Analyst 1 Health(G18); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Business Systems Analyst 1 Health(G18), Business Systems Analyst Trainee 1 Health (NS), or Business Systems Analyst Trainee 2 Health (NS).

Business Systems Analyst Health Trainee 1:
Four years of business analysis experience in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization's business needs;
identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product or service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product or system development life cycle (SDLC); and developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
Systems Analyst Health Trainee 2
Five years of business analysis experience in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization's business needs;
