Senior Business Analyst
The Office of the New York State Comptroller (OSC) is seeking a Senior Business Analyst to support the Program Optimization Support and Transformation (POST) Bureau within the New York State and Local Retirement System (NYSLRS). The selected candidate will provide critical business analysis support for People Soft application functional areas and business users, ensuring that existing business processes and system functionality continue to meet operational and strategic objectives.
The Business Analyst will serve as a liaison between business stakeholders and technical teams, facilitating requirements gathering, process improvement initiatives, testing activities, deployment planning, and solution implementation. The consultant will work closely with operational managers, subject matter experts, developers, testers, and project stakeholders to support ongoing enhancements and maintenance efforts within the People Soft environment. This role requires extensive experience with People Soft architecture, SQL development, testing methodologies, business process analysis, and solution design.
Responsibilities:
- Work with stakeholders to support and maintain existing business processes, system functionality, and operational requirements.
- Analyze, document, and categorize current business processes, workflows, and supporting system components to identify opportunities for improvement.
- Collaborate directly with bureau managers, business users, and technical teams to design and implement effective business and system solutions.
- Gather, document, validate, and manage business and functional requirements throughout the project lifecycle.
- Create, review, maintain, and update business analysis deliverables, system documentation, process flows, and related project artifacts.
- Facilitate communication between business stakeholders and Information Technology teams to ensure a clear understanding of requirements and expectations.
- Analyze business process deficiencies and recommend corrective actions during development, implementation, and post-deployment activities.
- Participate in System Integration Testing (SIT) and User Acceptance Testing (UAT) efforts to verify that functionality meets business requirements.
- Develop, execute, and maintain detailed test plans, test scripts, and test cases while validating results and documenting defects.
- Track, monitor, and manage testing issues and defects through resolution.
- Support deployment planning activities to ensure successful implementation of system enhancements and business process changes.
- Coordinate deployment activities with business and technical teams while facilitating execution of deployment plans.
- Investigate, troubleshoot, and resolve issues identified during deployments and post-production support activities.
- Facilitate, coordinate, and complete business-owner activities associated with the Deployment Phase of the System Development Life Cycle (SDLC).
- Utilize SQL and People Soft tools to analyze data, validate requirements, troubleshoot issues, and support business operations.
- Work with State staff to ensure appropriate knowledge transfer, document reviews, artifact reviews, and cross-training activities throughout the engagement.
Required/Preferred
Skills:
- 72 months of business analysis experience in a People Soft environment in at least five of the following BABOK knowledge areas: business analysis planning and monitoring, elicitation and collaboration, requirements lifecycle management, strategy analysis, requirements analysis and design definition, and solution evaluation.
- 72 months of experience reading, creating, and utilizing SQL queries to support business and system analysis activities.
- 72 months of experience utilizing and demonstrating a strong understanding of People Soft architecture and table structures.
- 72 months of experience developing, maintaining, and executing test plans and test cases, validating test results, and logging/tracking defects.
- 48 months of experience performing business analysis within one or more People Soft modules including CRM, HCM, FIN, and Integration Broker (IB).
- 48 months of experience developing business solutions that maximize delivered People Soft functionality and reduce customization while meeting business requirements.
- 48 months of experience utilizing People Soft Application Designer as a reference tool for functional design, production support, analysis, and troubleshooting.
- Bachelor's Degree from an accredited institution.
