OverviewWe are seeking an IT Project Manager who will support our NYS client. This role will provide project management services for the ITS Cyber Risk Remediation Program, including MFA and related program initiatives, with responsibility for stakeholder coordination, project monitoring, risk management, and regular reporting. The Project Manager will initially support the MFA grant effort involving hardware authentication token distribution to eligible local governments while helping advance broader cybersecurity remediation objectives.
Duties- Report to an ITS Chief Information Office program manager and provide project management support for multiple Cyber Risk Remediation Program initiatives.
- Communicate project vision, status, risks, decisions, and priorities to project teams, sponsors, stakeholders, and executive-level managers through reports, presentations, email, and collaboration tools.
- Lead and coordinate multiple project teams by clarifying roles and responsibilities, delegating work, resolving conflicts, coaching team members, and maintaining alignment with project goals.
- Develop and maintain project scope, requirements, deliverables, schedules, milestones, and deadlines using established project management tools, including Microsoft Project.
- Identify, document, communicate, and mitigate project risks and issues, and apply structured change management processes to obtain approval for project changes.
- Develop, use, and maintain standard project management artifacts required for complex cybersecurity projects in accordance with ITS standards.
- Organize and facilitate remote and in-person project meetings, Scrums, knowledge transfer sessions, and executive status reporting meetings in coordination with team leads.
- Partner with managers and project managers across ITS to support implementation of the Cyber Risk Remediation Program and related deliverables supporting the New York Security Operations Center (NYSOC).
- Support procurement management and deliverable management activities for the program manager.
- Serve as the primary ITS point of contact for eligible local government entities participating in the MFA grant initiative and coordinate signatures on intergovernmental agreements.
- Monitor vendor distribution of hardware authentication tokens, track inventory, and provide frequent progress updates and quarterly inventory status reports.
- Support other related efforts within the ITS Chief Information Security Office as allowed, adapting to changing priorities while maintaining clear communication with project teams.
- 8+ years of relevant project management experience.
- Experience as a Project Manager supporting and overseeing complex technology projects.
- Experience managing technology projects that require coordination among technology providers, including IT groups and vendors, and organizational stakeholders such as program groups and agency stakeholders.
- Demonstrated experience leading teams, influencing change, managing relationships and responsiveness, and communicating effectively with technical, business, and executive stakeholders.
- Ability to organize, prioritize, and document personal and project team work while managing multiple concurrent project activities and deliverables.
- Experience developing and maintaining project scope, schedules, risks, change controls, status reporting, and other standard project management artifacts.
- Strong written and verbal communication skills, including the ability to communicate complex or technical concepts and facilitate key engagements using email, instant messaging, Microsoft Teams, Cisco Web Ex, and related collaboration tools.
- Experience negotiating and coordinating across organizational boundaries, including with public-sector agencies and external stakeholders.
- Project Management Professional (PMP) certification or similar project management certification.
- Prior experience working with New York State.
- Cybersecurity knowledge or experience.
- Experience serving as a program manager on large, multi-million-dollar programs or managing three or more projects simultaneously.
