Position: Information Technology Specialist 3,(SG-23) Item# 07129
Location: City of Albany

Duties Description

Perform such activities including, but not limited to: technical and agency program support; information technology activities related to network and system design, configuration, maintenance, and network/information security; customer support; project support; business/systems analysis and design which may include mainframe, client/server, and n-tier (e.g., three tiered) web or browser based applications systems; and the design, development, and administration of enterprise storage, backup, and database systems.

This position is on the Service Now Administration Team in the Bureau of People Soft & Payment Applications within the Chief Information Office.

Minimum Qualifications

Civil Service Examinations are not required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.

Non-Competitive Qualifications for appointment under the NY HELPS Program:

For appointment to an Information Technology Specialist 3 (SG-23), you must have:

Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming;

business/systems analysis; program design; or program testing.

OR

A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.

Competitive

Minimum Qualifications:

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers:

For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Non-Competitive Promotion (NCP) qualifications:

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2.

NCP notes:

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
