Position: Project Manager 2 - Albany (NY HELPS)
Location: City of Albany

Duties

The role is within the Portfolio Management Office (PMO) of the NYS Department of Labor. The PMO collaborates with various DOL groups on inter- and intra-unit projects. Responsibilities include developing detailed scope statements and project requirements, balancing resource alternatives, creating project schedules and milestones using scheduling software, presenting resource needs to agency management, coordinating activities with program areas, managing project budgets using cost estimating tools, designing and implementing quality metrics, developing communication plans, compiling reports, communicating status to stakeholders, directing project staff, identifying risks, managing contracts, making schedule change decisions, supporting PMO programmatic goals such as portfolio performance analysis, conducting training on advanced project management topics, and leading project analysis sessions such as close-outs and Joint Application Design (JAD) sessions.

Qualifications
  • NY HELPS Non‑Competitive Minimum Qualifications
    :
    Seven years of project‑management experience that included planning and at least three of the five management process groups (origination, initiating, executing, controlling, closing) and development of scope statements, schedules, budgets, quality plans, risk plans, and communication plans. An associate degree may substitute for 2 years of experience; a bachelor’s degree for 4 years; a master’s for 5 years; a doctorate for 6 years.
  • Minimum Competitive Qualifications
    :
    Review of state history required; provide last four digits of SSN in email or resume.
  • Reassignment Qualifications
    :
    Current Department of Labor employees with at least one year of permanent or contingent‑permanent service in Project Manager 2.
  • 52.7 Non‑Competitive Promotion (NCP) Qualifications
    :
    Eligible when in the DOL promotion field with at least one year of permanent, contingent‑permanent, or 55 b/c service as a Project Manager 1.
  • 52.6 Transfer Qualifications
    :
    One year of permanent or contingent‑permanent service in a Grade 21 or higher administrative position.
  • Preferred Qualifications
    :
    Ability to initiate and maintain relationships across diverse stakeholders.
Additional Comments
