Duties Description
The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
DescriptionUnder the direction of the Project Director, SG-NS, within the Finance Division of the Office of Information Technology Services, the Project Manager 2, SG-23, will assist in tracking and forecasting, standing up the Product Management office, coordinating implementation, training teams on new protocol and processes, collaborating across units for successful product office integration, manage DOB and executive financial reporting for products and enterprise product lifecycle management for operational needs.
Responsibilities- Assist with day-to-day product management operations and developing requirements.
- Manage updates of key points communication from office to ITS (Sharepoint, Inside Edge, weekly updates, etc.)
- Support the implementation of product management integration across ITS units and subsequent maintenance. Help track compliance, develop heat maps and various methods for follow-up.
- Responsible for maintenance and communication of ITS Product Release Calendar, working closely with PMO office on key integration points of new product projects and enterprise agreements.
- Work with product development teams on new release materials, scheduling of releases, presentations, and activation - gatekeeper of milestone achievement for launch.
- Work to support PP Inventory Manager on gathering listing requirements, lifecycle updates, etc. as a liaison with business units.
- Update trainings, process documentation and support materials as needed.
- Provide training to teams on department and processes.
- Organize feedback from stakeholders with regular reporting and prioritization.
- Perform a full range of administrative duties in support of departmental activities.
- Position scope to develop and refine as product office grows.
- Perform the full range of supervisory duties, as applicable.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
A bachelor's degree and three years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans;
or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Non-Competitive Promotion (NCP)If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in a Project Manager 1.

Open to NYS employees with one year of permanent competitive service as Project Manager 2, SG23, (previously known as Project Manager 1, SG23) OR in a position at the SG21 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
