Distinguishing Features of the ClassUnder the direction of the Department Head, the Chief of Staff will be the primary staff person in charge of internal affairs for the office. The incumbent directly supervises office staff and oversees the daily schedule for the Department Head and designee(s). The Chief of Staff works closely with the Department Head and other Executive Staff to develop and implement policies and initiatives.
TypicalWork Activities
- Manages the Department Head’s schedule and appointments, and supervises office staff;
- Manages external requests, including interview and meeting requests and public appearances;
- Represents the Department Head in specified meetings with intergovernmental stakeholders at the local, state and federal levels, including meeting with public and private entities that work with the City of Albany;
- Serves as a liaison to the different departments and agency heads within the City, making sure interdepartmental communication is maintained and the administration’s priorities are developed and implemented;
- Attends and runs regular departmental and agency meetings;
- Serves as the Department Head’s liaison to the Common Council, sharing information and working on policy initiatives;
- Manages intergovernmental affairs on behalf of the Department Head;
- Researches and briefs the Department Head on new and innovative policies and best practices;
- Supervises the implementation of specific policy initiatives at the Department Head’s order. This includes but is not limited to: assisting Commissioners and Directors of the various City departments and agencies comply with new initiatives; help create and maintain performance analysis of different initiatives;
- Delegates duties to office staff as appropriate;
- Attends community functions and events with and on behalf of the Department Head;
- Performs related work as required.

- Good knowledge of personal computers and office equipment;
- Physical condition commensurate with the demands of the position.
A. Graduation from a regionally accredited or NYS registered college or university or one accredited by the NYS Board of Regents to grant degrees with a Master’s Degree (or higher) in Public Policy, Public Administration or a related field and two (2) years of progressive experience in policy development and implementation; OR
B. Graduation from a regionally accredited or NYS registered college or university or one accredited by the NYS Board of Regents to grant degrees with a Bachelor’s Degree in Public Policy, Public Administration or a related field and three (3) years of progressive experience in policy development and implementation; OR
C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
