Overview

We are seeking a Senior Project Manager – Child Care Transformation, who will support our NYS client. This role will lead the assessment, planning, and implementation of initiatives designed to improve coordination across New York State's childcare landscape, including the state‑supervised, locally administered Child Care Assistance Program (CCAP). The Senior Project Manager will oversee multiple work streams, guide executive stakeholders, and develop data‑driven reporting frameworks and an implementation roadmap for a more coordinated childcare system.

Duties
  • Research and develop a comprehensive understanding of New York State's child care landscape, including the state‑supervised, locally administered CCAP structure and the interaction among programs, funding streams, and stakeholders.
  • Assess current childcare initiatives, programs, and operating structures to identify opportunities for improved coordination, efficiency, and effectiveness.
  • Lead overall project planning and execution, including project plans, milestones, risks, dependencies, budgets, and delivery timelines.
  • Coordinate multiple work streams and ensure alignment across project teams, agencies, programs, and stakeholders.
  • Provide analytical support, strategic guidance, and implementation planning for new child care initiatives.
  • Manage executive stakeholders and facilitate decision‑making, issue resolution, and project governance.
  • Develop data‑driven dashboards, management reports, and reporting frameworks to support monitoring, performance management, and decision‑making.
  • Evaluate the current‑state environment and recommend a desired future operating model for a more coordinated child care system.
  • Develop and oversee an implementation roadmap that identifies key strategies, priorities, dependencies, and implementation considerations.
  • Coordinate knowledge transfer and ensure project documentation, plans, and operational knowledge are transitioned effectively.
Mandatory Qualifications
  • Demonstrated experience leading complex project planning and execution, including milestones, risks, dependencies, budgets, and implementation roadmaps.
  • Experience coordinating multiple concurrent work streams and cross‑functional project teams.
  • Strong executive stakeholder management, communication, facilitation, and decision‑support skills.
  • Experience developing data‑driven dashboards, management reports, and performance reporting frameworks.
  • Strong analytical skills with experience evaluating current‑state operations and defining future‑state operating models.
  • Experience with risk management and project governance.
  • Proficiency with Microsoft Project.
  • Experience using both Agile and Waterfall project delivery methodologies.
Desirable Qualifications
  • 12+ years of project management experience.
  • PMP certification preferred.
  • Experience supporting large New York State government consulting engagements.
  • Human Services or Health and Human Services experience.
  • Experience with childcare programs, CCAP, public benefits, or related state‑supervised and locally administered programs.
