Position: Mental Health Program Manager 1
Location: City of Albany

The New York State Office of Mental Health (OMH) is recruiting to fill one non-competitive, policy influencing position of Mental Health Program Manager 1, M-4, in the Division of Community Program Policy & Management. Under the general direction of the Mental Health Program Manager 2, the Mental Health Program Manager 1 will oversee, manage and direct the direct the day-to day programmatic operations of the Bureau of Housing Development and Support within the Division of Community Program Policy & Management, Adult Community Care Group.

This includes direct management of both the Housing Utilization Unit and the Homeless Support Unit. The incumbent functions independently and keeps the Mental Health Program Manager 2 apprised of initiatives and key decisions as appropriate.

Specific duties to be performed may include, but are not limited to, the following:

  • Implement policy recommendations based on operational needs and communicate new policies and policy changes to Bureau staff and impacted stakeholders.
  • Directs the programmatic oversight of OMH’s Housing portfolio, including:
    • Supports the monitoring of housing programs for contractual and regulatory compliance
    • Reviews the development of training and technical assistance forums for housing providers and OMH field office staff.
    • Drafts guidance and regulation that guides the operation of housing programs.
  • Oversees cooperative efforts with other federal, State, and local government agencies regarding housing and homeless services, including specific initiatives such as Safe Options Support (SOS), and Medicaid Redesign Team (MRT).
  • Manages the inter-agency cooperative efforts Office of Temporary and Disability Assistance (OTDA), Homes and Community Renewal (HCR), other members of the Empire State Supportive Housing Initiative (ESSHI) and the Division of the Budget (DOB).
  • Directs the administration of OMH’s Homeless Services, including:
    • Ensures proper support and oversight of existing SOS teams.
    • Collaborates across systems with other government partners, including OTDA, NYC Department of Homeless Services, and the NYC Mayor’s Office.
    • Implements initiative expansion, including adding street psychiatry, creating a street medicine pilot, partnering with OASAS to add harm reduction specialists to SOS teams, and developing connection centers in MTA stations.
    • Develops and implements a plan for Homeless Support Unit staff to take over functions of the “Hub” for NYC SOS teams.
    • Oversee the collection and analysis of data to assess program efficacy.
  • Performs the full range of managerial functions for Bureau supervisory staff. Reviews and evaluates performance, recommends training, and mentors employees to ensure optimum work performance.
  • Oversee the monitoring of key performance indicators and the analysis of compiled information on the quality of services delivered.
    • Directly ensure that those served in the OMH supportive housing settings receive recovery-oriented services which allow them to thrive in the community at their highest-level functioning and collaborate with other adult serving areas to ensure that residents also receive needed hospital or community-based services.
    • Provides technical direction and oversight to Division staff to identify opportunities for improvement, to maximize implementation of best practices, and to foster continuous improvement. Leverages the use of data to develop and implement best practices in the field of housing and mental health.
  • Perform the full range of managerial functions for Bureau Directors and the Medical Director for Housing and Homeless Services. Reviews and evaluates performance, recommends training, and mentors employees to ensure optimum work performance.

Minimum Qualifications:

Candidates must possess a bachelor’s degree in the field of human services, hospital, healthcare, public, or business administration, or related field; and seven years of clinical, administrative, and/or supervisory experience in a mental health, public health, healthcare, and/or managed care setting, two years of which must have included managerial experience in at least one of the following areas:
