Location: City of Albany
Overview
The position will be within OTDA's Bureau of Data Management and Analysis. Under the direction of a Program Research Specialist 4, the incumbent will develop, maintain and analyze data from OTDA administrative data systems and other available data sources (such as Census products) to support OTDA’s public information, reporting, program performance, budget development and policy analysis functions.
Duties- Develop, maintain, and analyze data from OTDA administrative data systems and external data sources.
- Support OTDA’s public information, reporting, program performance, budget development (fiscal estimation), and policy analysis functions.
- Work with program and other interested parties to develop analysis approaches and reporting methodologies.
- Extract data and arrange it for analysis and reporting using specified tools.
- Produce reports summarizing the results of the analysis and update existing process documentation.
Minimum Qualifications (NY HELPS program)
- Trainee 1:
Bachelor’s degree (or higher) with at least nine semester credits in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics. - Trainee 2:
Bachelor’s degree (or higher) with at least nine semester credits in the above fields and one year of professional research experience in quantitative data collection, manipulation, and evaluation. - Full Performance:
Bachelor’s degree (or higher) with at least nine semester credits in the above fields and two years of professional research experience in quantitative data related to program operations.
- Experience in performing quantitative data analysis, program evaluation, or statistical reporting using SQL, SPSS, or SAS.
- Experience working with large administrative datasets and collaborating with IT and operational staff to maintain and enhance data infrastructure and reports.
- Eligible for lateral transfer or transfer under Section 52.6 or 70.1 with one year of permanent competitive service.
- Eligible for 55b/c appointment by enrolling in the Civil Service 55b/c program.
- $53,764 (Trainee 1 - SG‑14)
- $59,994 (Trainee 2 - SG‑16)
- $66,951 (Full Performance level - SG‑18)
Telecommuting up to 50% may be available in accordance with OTDA policy.
