Description
The Bureau of Early Intervention is responsible for the New York State Early Intervention Program (NYSEIP), an entitlement program that provides services to approximately 70,000 infants and toddlers with disabilities and their families. Expenditures for this program exceed $650 million annually. Under the direction of the Data and Program Evaluation unit manager, the Research Scientist 3 (RS3) will provide support by overseeing data management, analysis, and interpretation of data to contribute to research in early childhood and assure compliance with federal and state reporting requirements.
ResponsibilitiesThe RS3 will oversee the integrity of early intervention information systems, develop and implement business requirements for the data system, and validate data reporting from the information system. The RS3 will conduct quality improvement initiatives and support cost analyses of claims and liabilities. The RS3 will also assist with directing lower-level research scientists to manage and analyze data and prepare formal reports and presentations.
Specific duties include basic and advanced statistical analysis, study design, sample and power calculations, outcome interpretation, report writing, and publication in peer‑reviewed journals.
Minimum Qualifications
Bachelor’s degree in Mathematics, Statistics, Engineering, Biostatistics, Public Health, Epidemiology, or a related field. Related degrees may include Economics, Computer Science, Bio‑informatics, Physics, Genetics, Social Sciences, Analytics, or Engineering. Four years of post‑degree professional research experience in the appropriate field; a master’s degree may substitute for one year of experience, and a Ph.D. may substitute for an additional year.
Preferred QualificationsWork experience linking unrelated administrative datasets to design and conduct epidemiologic research studies; experience in managing and analyzing primary and secondary data; application of principles and statistical analysis of health service delivery and utilization models as public health surveillance; ability to link public health program knowledge to epidemiologic methods, cost‑benefit analyses, and interpretation of results; knowledge of quality improvement methodology, data analysis and dashboard creation.
Excellent organizational skills, strong interpersonal skills, teamwork, analytical, critical thinking, and scientific writing skills. Experience presenting surveillance and research results to technical and non‑technical audiences. High level of proficiency in SAS (especially joining and analyzing large tables), SQL, Access, Excel, PowerPoint, and Microsoft Word. Experience with Tableau and Geographic Information System (GIS) software.
Full‑time, contingent permanent, non‑competitive appointment.

Salary and PromotionFor new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
