Location: City of Albany
Duties Description
Under the general direction of the Environmental Analyst 2, the Environmental Analyst manages project reviews and performs technical environmental analysis, research, and field investigations to determine the potential environmental impacts of projects.
- Prepare environmental documentation for agency proposals, including Capital projects and other proposals from outside the agency that may impact state park lands, in compliance with state and federal regulations; coordinate review with regional staff, other OPRHP bureaus, other agencies as appropriate; make recommendations regarding alternatives and mitigation.
- Review grant applications and proposals for easements, permits or licenses on OPRHP property; outline OPRHP concerns, potential impacts, elicit appropriate documentation from applicants, make recommendations; prepare OPRHP compliance documents.
- Manage, track, and schedule project review activities.
- Provide input for OPRHP comprehensive plans and other agency plans, gather natural resource information, conduct analyses, evaluate potential impacts; coordinate environmental review process.
- Promote stewardship of the natural resources within State Park facilities, working closely with regional staff, biologists and Natural Heritage Program scientists.
- Assist in preparation and conduct outreach and training for State Parks staff in compliance with environmental laws and protection of natural resources and environmental health.
- Assist OPRHP Facilities and Operations staff in assuring compliance with various environmental laws and regulations.
- Assist Albany and Regional staff in preparing for meetings with public interest groups, other state agencies or federal and local counterparts; attend such meetings on behalf of the agency, as needed.
- May supervise subordinate staff.
Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered through NY HELPS or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
- A bachelor's or higher degree in agricultural engineering, agronomy, archeology, atmospheric science, biochemistry, biology, chemical engineering, chemistry, civil engineering, coastal resources management, cultural resources and historic preservation studies, ecology, ecosystem management, environmental biology, environmental engineering, environmental health, environmental planning, environmental science, environmental science and policy, environmental studies, environmental toxicology, forest science, forestry, geochemistry, geography, geological engineering, geology, hydrology, land use planning, landscape architecture, marine science, meteorology, natural resources, natural resources conservation, natural resources management, natural resources planning, natural science, physical science, or physics;
examples of non-qualifying degrees are, but not limited to, Criminal Justice, Cultural Anthropology, Environmental and Business Economics, Environmental Health Policy, Public Health, Science Education or any education discipline, Urban or City Planning. - For Environmental Analyst Trainee 2, SG 16 you must also have: either one year of qualifying professional experience in a position having substantial relationship to environmental analysis; or a master's degree or higher in a qualifying title.
- For Environmental Analyst 1, SG 18 you must also have: either two years of qualifying professional experience in a position having substantial relationship to environmental analysis; or a master's degree or higher in a qualifying title and one year of qualifying professional experience in a position having substantial relationship to environmental analysis.
- Qualifying experience is defined as:
Experience having substantial relationship to environmental analysis means that at least 50% of the time is spent preparing and/or reviewing environmental assessments and or environmental impact statements; providing expert testimony on environmental impact at public hearings; providing consultation on environmental impact laws, rules, and regulations; or conducting office evaluations and field investigations related to multi-disciplinary environmental regulatory programs such as water quality, wetlands, air quality, solid and hazardous waste management, and mining.
Experience limited to supervision of clerical staff or interns is NOT qualifying. - Agency of any additional qualifications at your interview.
- For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
- At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status without having to compete in an examination.…
