duties description
the office of general services (ogs) agency operations center (aoc) will serve as the central command and control center responsible for providing continuity of information on the daily operations of the empire state plaza as well as ogs managed and leased facilities across the state ensuring consistent communications and a common operational picture across partner agencies and executive leadership, including new york state police (nysp), office of fire prevention and control, albany police department (apd), office of employee relations (oer), ogs communications team, and the executive chamber as it relates to emergency conditions and response.
during special events at the empire state plaza, including the 4th of july celebration, the agency operations center will fall under the full control of nysp and expand into a full-scale unified command operations center or as required under emergency conditions.
- serve as a 24/7 operations center for ogs and emergency operations during empire state plaza special events and critical incidents.
- report on and send situation reports on technology failures, human‑caused incidents, and natural hazards that threaten the safe operation of an ogs building.
- develop standards for situation reports including initial, updates, and final reports, and incident‑specific reports for 21 different types of incidents.
- notify senior ogs leaders of critical incidents including the division of real estate (dre) deputy commissioner, real property & facilities management (rpfm) associate commissioner, rpfm director of health, safety, security, emergency management, and the director of agency safety and security operations.
- create and send mass notification messages as necessary to opted‑in contacts.
- serve as a full‑scale emergency operations center for the empire state plaza during 30+ special events or as an emergency occurs.
- provide a daily operations report on 50+ state office buildings.
- oversee the sending of situation reports, development and management of a mass notification system, and development and implementation of daily operations reports on 50+ state office buildings.
- develop and implement security standards, policies, and procedures.
- collaborate on standards for agency security systems and technologies, such as surveillance, access control, and alarm systems.
- respond to security incidents and emergencies; conduct security audits and assessments.
- collaborate with other departments, such as facilities and it, to ensure a secure environment.
- participate in the formulation of the agency's security policies and priorities.
- develop and implement new security and emergency response systems and methods as required.
- set general security goals/objectives and priorities for the agency.
- responsible for all security quality assurance matters, assuring that all facility and building standards are maintained.
- act as principal adviser to the agency's executive management and program heads on security issues. Work directly with executive staff and/or security managers of client agencies to plan, implement, and maintain security systems.
- coordinate and represent ogs with outside law enforcement and security agencies.

shift: monday – friday, 9am – 5pm, with weekend and mixed shift availability. This is a 24/7 operation, thus night, weekend and holiday work may be required based operational need.
minimum qualificationsbachelor's degree in one of the following disciplines: business administration, disaster or emergency management preparedness, civil engineering, environmental studies, human services, social services, psychology, sociology, communication, urban planning, regional planning public administration, criminal justice.

five (5) years of professional experience
* in emergency management/disaster preparedness in planning, training, administering, directing or coordinating emergency management or disaster preparedness services with or for public or private organizations including two years in a supervisory or management capacity.
