SUMMARY
Responsible for the operation, maintenance and repair of all airport HVAC systems including, but not limited to, steam and hot water boilers and auxiliary heating systems equipment and mechanical equipment outside the power plant; steam lines; mechanical equipment rooms; air conditioning equipment; chillers; pumps; air compressors; temperature and humidity control systems; plumbing; pneumatic and computerize control system; sprinkler and fire safety systems and water treatment systems.
Directs and assigns work to the HVAC Technician.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Cleans, inspects, maintains and repairs boilers, including flushing, turbining and chemical cleaning of water and fire side equipment, repairing refractors and replacing tubes.
- Maintains, repairs and replaces bearings, shafts, control valves, motors, piping and traps.
- Maintains boiler combustion, emission and flame safety control system.
- Performs all chiller maintenance, such as cleaning and replacement of condenser tubes, cleaning of evaporators, maintenance and repair of pumps air compressors, steam systems and cooling towers.
- Operates and performs maintenance on HVAC systems, including computerized controls calibrations and modifications, pump and piping repairs, installations and modifications of existing equipment, fan lubrication, bearing repair and lubrication and filter replacement.
- Reviews daily equipment logs and records to ensure proper operation.
- Implements changes in operating procedures to improve efficiency. Provides short and long term plans for HVAC needs.
- Oversees computerized BAS System.
- Supervises the handling of all hazardous materials such as refrigerants, fuel oil and chemical cleaners.
- Works and supervises others in confined space environments and uses all appropriate safety procedures and equipment.
- Supervises the installation of new equipment.
- Responds to emergency callbacks necessitated by equipment breakdowns.
- Participates in Total Quality Management programs.
SPECIALIST RESPONSIBILITIES
Carries out lead responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing and training, planning, assigning and directing work, assisting in appraising performance; interacting with employees to resolve problems.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
- High school diploma or general education degree (GED) with a minimum of four years experience at the journeyman level with trade union certification as an HVAC mechanic and plumber/steam fitter with EPA Universal Refrigerant Certification for classes I, II and III for refrigerant transition and recovery and a minimum of four years experience in sheet metal layout and fabrication. Must be proficient in a Windows computer environment.
- Employee will possess working knowledge of the construction and operation, including the methods, materials and tools used, of boilers, chillers, auxiliary heating, ventilating and air conditioning equipment. Employee will be familiar with OSHA, PESH, EPA, DEC, NYS Health and Uniform Fire Prevention and Building Codes as they related to oil and chemical spills, air quality, stack emissions and water contamination.
