Project: NYS Tax Modernization Program
Information Technology Services (ITS) is seeking a Senior Software Developer to support the New York State Tax Modernization Program, a large-scale initiative focused on modernizing legacy tax systems within the New York State Department of Taxation and Finance.
The selected consultant will serve as the technical lead responsible for designing, developing, maintaining, and supporting enterprise tax applications using Java/J2EE technologies. The consultant will collaborate with business users and technical teams throughout the Software Development Life Cycle (SDLC), mentor junior developers, support production systems, and contribute to modernization initiatives involving tax processing, collections, taxpayer accounting, and withholding tax applications.
ResponsibilitiesThe consultant will be responsible for, but not be limited to, the following activities:
- Obtain business requirements and develop enterprise applications supporting agency business priorities.
- Serve as the lead developer for Tax Modernization projects and application maintenance activities.
- Design, develop, test, implement, and maintain Java/J2EE enterprise applications.
- Develop and mentor technical staff using Java, J2EE, Spring Framework, JDBC, JSON, JavaScript, XML, and related technologies.
- Prepare and review technical design documents, detailed specifications, and application documentation.
- Participate in all phases of the Software Development Life Cycle (SDLC).
- Develop unit test plans, perform unit testing, and debug application code.
- Coordinate migration of application code and database changes across development, testing, and production environments.
- Support distributed application technologies including Java, DB2, XML, and XQuery.
- Investigate, troubleshoot, and resolve production defects and application issues.
- Participate in technical meetings with ITS, Department of Taxation and Finance stakeholders, and project teams.
- Communicate technical solutions and project status effectively with management, business users, and development teams.
- Provide technical leadership and guidance to project team members while ensuring adherence to development standards and best practices.
- 72+ months of experience with J2EE technologies including JDBC, JSP, and XML.
- 60+ months of experience developing, building, and testing Java EE applications using modern IDEs such as Eclipse, IntelliJ IDEA, or Net Beans.
- 72+ months of experience writing SQL statements for relational databases.
- 60+ months of experience using Spring Framework and/or Struts Framework.
- 36+ months of experience with messaging technologies such as JMS, IBM MQ, or Kafka.
- 36+ months of experience developing web applications using HTML, CSS, and JavaScript.
- 12+ months of experience working with Commercial-Off-The-Shelf (COTS) or Open Source Business Rules Management Systems (BRMS).
- Strong experience with Java/J2EE, Spring Framework, JDBC, JSP, JavaScript, JSON, XML, SQL, DB2, and XQuery.
- Experience using Eclipse, IntelliJ IDEA, and Net Beans.
- Experience developing enterprise web applications using HTML, CSS, and JavaScript.
- Knowledge of JMS, IBM MQ, Kafka, SDLC methodologies, Unit Testing, and Agile development practices.
- Experience with enterprise application modernization, production support, and technical documentation.
- Experience supporting large-scale government modernization initiatives.
- Experience serving as a Lead Developer on enterprise Java projects.
- Experience working with New York State agencies.
- Excellent analytical, communication, documentation, and mentoring skills.
