SUPERVISION RECEIVEDWorks under the general direction of the Finance Director who will provide agency direction and necessary approvals.
SUPERVISION EXERCISEDSupervision is the primary responsibility of the job. Duties are to oversee and ensure smooth operations, positive morale and harmonious working relationships within the Finance department. Responsible for approving time off requests, performance evaluations, department meetings and other supervisory duties.
POSITION SUMMARYResponsible for the overall financial coordination and day-to-day management of all externally funded grants, contracts, and restricted funds including all accounting and reporting functions. Assures financial compliance with all applicable federal, state, and agency requirements. Assists Executive Leadership Team, Program Directors, and management staff in financial management of all funded grants, contracts, and restricted funds.
ESSENTIAL FUNCTIONS/ DUTIES & RESPONSIBILITIES- Fiscal Management
- Prepare and oversee the budget preparation and submission of Federal, State, and other funding source grants/contracts.
- Perform post-award management of grants/contracts financial functions, ensuring expenditures align with budgeted expectations and grant terms.
- Ensure all grant financial activities comply with regulations, accounting standards, deadlines, and SOPs.
- Request prior approval from funding agency for deviations from grant/contract terms.
- Perform grant closeout functions including reconciliations, financial status reports, and final reporting.
- Oversee program cost allocation methods based on benefit received by program.
- Recommend and implement required changes to fiscal area operations for continuous improvement.
- Facilitate written documentation of processes and procedures.
- Maintain oversight of grant/contracts in the agency’s chart of accounts.
- Technical Assistance
- Provide guidance in the preparation, submission, processing, and management of grants and contracts.
- Participate in cooperative Post-Award Grants and Contracts Administration training for new county directors.
- Advise senior program staff on budget management, variances, or funding issues.
- Monitoring and Assessment
- Monitor and review monthly grant/contract expenditure reports and projections.
- Monitor indirect cost pool allocations to meet budget and grant limitations.
- Ensure grant reimbursement compliance with U.S. Department of Health and Human Services and similar grants/contracts.
- Advanced Report Support
- Prepare and oversee the preparation of financial reports needed for grants and contracts.
- Submit financial reports on time as required by agreements.
- Research and analyze data for current budget projects and new proposals.
- Provide timely, accurate, comprehensive information to constituents.
- Collaboration & Compliance
- Collaborate with external agencies and internal units to ensure compliance with federal, state, and private regulations.
- Coordinate the closure of all grants and work with fiscal personnel to close out accounts at fiscal year-end.
- Coordinate external and internal audits of grant/contract activity.
- Participate in a wide variety of committees and special projects.
- Budget Planning
- Participate in budget planning meetings with management teams.
- Staff Supervision
- Lead and monitor daily operations.
- Recruit, select, orient, and supervise staff.
- Provide ongoing individual feedback toward effective performance.
- Support professional development and training opportunities for staff.
- Review and authorize staff time records and overtime.
- Ensure compliance with agency policies, procedures, and wage and hour laws.
