Position Summary:
Serves as a technical resource for developing agency policies and procedures related to emergency response operations. Acts as a liaison to local emergency response agencies and Non-Governmental Organizations (NGO) and Voluntary Organizations Active in Disaster (VOAD) to facilitate services to vulnerable populations in disasters.
Performs position duties in a manner which promotes customer service and harmonious working relationships, including treating all people courteously and respectfully. Engage in effective team participation through willingness to assist and support co-workers, supervisors, and other work-related associations. Develop good working relationships with division and agency staff and supervisors through active participation in accomplishing group projects and in identifying and resolving problems in a constructive manner.
Demonstrates openness of constructive feedback and suggestions, to strengthen work performance. Contributes to a positive, respectful and productive work atmosphere. Regular attendance is required to meet the demands of this job and to provide necessary services.
Job Duties
- Manage the agency Continuity of Operations Plan (COOP), ensuring that it is up-to-date and effectively implemented. (25%)
- Coordinate with local Emergency Management agencies to ensure alignment and collaboration on emergency preparedness and response efforts. (10%)
- Coordinate with local NGO's/VOAD's to support agency emergency response activities and community outreach. (10%)
- Develop and deliver internal staff emergency preparedness training programs, ensuring all employees are well-equipped to handle emergencies. (15%)
- Coordinate emergency planning exercises and drills to test and improve the agency's emergency response capabilities. (10%)
- Lead the development and maintenance of emergency-related policies and procedures. (20%)

Experience & Training:
Experience:
Three years' experience with emergency management, public health, program coordination, project management, leadership in disaster response, community organizing, and local governments, or other related field; A Bachelor's degree in a related field may be substituted for up to two years' experience; or any combination of education and experience that demonstrates the knowledge and ability to perform the duties of the position.
Skills and Abilities:
Exceptional interpersonal and communication skills, proficiency with technology for communication and collaboration, superior organizational and time management capabilities, ability to work effectively under pressure, and demonstrated leadership in fostering teamwork and collaboration particularly in relation to the planning and coordination of emergency response services for those with access and functional needs and marginalized communities.
Ability to plan and provide coordinating services for those with access and functional needs
Fundamental understanding of emergency response processes and protocols
Licenses, Certificates, & Other Requirements:
Possession of a Valid Oregon Driver's License to travel throughout the region.
Position requires successful completion of a criminal and abuse history check.
Working Environment:
Work is generally performed in an office environment with routine computer and telephone usage. Position requires sitting and typing for long periods of time. Position may require attendance at occasional evening meetings. Occasional travel throughout the three-county area may be required to pick up meeting supplies, run errands for the program, attend training, or visit other COG work sites. In the event of an agency or regional emergency, may be required to work throughout the region and after hours.
