Job Description

The DHS Accounting Specialist Sr. performs a variety of accounting procedures and bookkeeping duties under the DHS Accounting Supervisor and Human Service Director. Employees holding this position maintain the Social Welfare Fund, Agency Collection System, and Revenue Recapture information for auditing purposes. In addition, this position performs accounts payable, billing, and accounts receivable functions for all Human Services programs.

Financial and Accounting

Duties and Responsibilities:

  • Helps prepare financial statements for the Comprehensive Annual Financial Report.
  • Assists with Auditors and prepares necessary documents for Annual Report.
  • Maintains Social Welfare Fund, Agency Collection System, and Revenue Recapture accounts.
  • Processes all payments, billings, and receipts for the various Human Services areas.
  • Manages representative payee accounts.
  • Designs new reports as needed in Carelogic using SQL.
  • Completes quarterly Child Foster Care Report for the State.
  • Issues Emergency Electronic Benefit cards to eligible recipients.
  • Reviews monthly time records for Targeted Case Management reporting.
  • Reconciles information between the Revenue Recapture and Agency Collection System.

  • Provides training and work direction to others.
  • Maintains training and proficiency in a variety of computer systems including IFSpi, MMIS/MAXIS, SSIS, Carelogic, MN-ITS, ebtEDGE, and MEC

Position Requirements:

Knowledge, Skills and Abilities:

  • Knowledge of accounting principles, practices and methods.
  • Ability to perform mathematical computations accurately.
  • Ability to use computers and relevant software.
  • Effective oral and written communication skills.
  • Ability to work independently and accurately.
  • Skill in managing time and setting priorities.
  • Ability to work with limited supervision with general autonomy under goals and objectives of supervisor.
  • Ability to interpret data with considerable analytical ability.
  • Ability to effectively communicate and maintain relationships with persons inside and outside the organization on area of work requiring detailed and technical responses.
  • Must be knowledgeable and follow the Governmental Accounting Standards Board (GASB) rules.

Education and Experience:

  • Requires a four-year post high school degree in related field.
  • Three years of relevant work experience.
  • Or an equivalent combination of education, training and experience.
  • Licenses/Certifications:

    This position will require the acquisition and maintenance of the following additional licenses/certificates:
    • Data Practices and Security Training.
    • DHS Accounting Training.
    • MEC2 Training
  • Equipment and Tools:
    Office equipment and technology

Physical and Mental Requirements:

  • This job typically requires: sitting, standing, walking, feeling, manual dexterity, grasping, talking, hearing, typing, and seeing.
  • There is significant exposure to computer keyboards and office equipment. This position is generally light-duty and may require the exertion up to 20 pounds of force.

Working Conditions:

  • Work is performed in an office environment. There may be travel required to other facilities, meetings training, etc.
