Posting Details
The Unemployment Insurance (UI) Division is responsible for administering the state's UI program under the oversight of the United States Department of Labor (USDOL). This includes the collection of UI contributions/taxes from employers on a quarterly basis, and the distribution of unemployment compensation to New Mexicans who have lost their jobs through no fault of their own and meet various eligibility requirements.
The Division executes these functions via robust self-service web services, as well as through staff assisted services via the UI Operations Center. The Division has nearly 173 FTEs to include contractors located statewide.

Why does the job exist?
This position will exist to work large scale and complex audits, thereby providing a significant service to the team and its attainment of goals. These audits will be performed in the same manner that is used for tax audits in general, but incorporating additional skills to handle larger and more complex audits. The position will also provide team support and guidance to the team, sometimes via training and workshops as needed.
Tracking of data and total team performance may also be assigned to the Senior Tax Auditor.
How does it get done?
Schedule and conduct a minimum of 24 payroll audits on active contributory employers per quarter with adherence and achievement of the Tax Performance System (TPS) ET Handbook 407 criteria
to pass annual selection and auditing of completed/closed audits by USDOL auditor or UI Quality Control Specialist.
Attain effective audit penetration as measured by the Effective Audit Measures (EAM) of the USDOL with consideration given to Total Gross wages audited, and misclassifications detected for current
year based upon scheduled and conducted audits with employers and or employer representatives, CPAs and/or attorney. Recommend legal action by subpoena for non-cooperative employers.
Evaluate and research employer's complete accounting records and reports (including various Federal Tax Reports, general ledgers, check register, and various financial reports), and internal
controls
Prepare audit reports and documents for supervisory personnel review with comprehensive and supporting narratives of variances and non-compliance conclusions within NM UI Statutes and
Regulations.
Conduct post audit oral presentations and formal written findings letter to, or with, employer/employer's representative ensuring the employer understands all areas of compliance required within the
UI law.
Who are the customers?
Employers and claimants of the State of New Mexico as well as staff within the New Mexico Department of Workforce Solutions.
Ideal Candidate
1. Two or more years of experience working with employers and claimants
2. Excellent customer service and communication skills.
3. Ability to foster a cooperative environment to work within the organization and employers of the State of New Mexico.
4. Experience providing technical expertise, consultation and training.
Minimum Qualification
Bachelor's Degree in Accounting, Finance, Business Administration, or Taxation to include eighteen (18) semester hours of accounting or auditing (six (6) semester hours in finance or business law may substitute for up to six (6) semester hours of accounting or auditing) and two (2) years of experience in Auditing, Accounting, Taxation, Collections, and/or Finance. Four (4) years additional experience in related fields may substitute for the required Bachelor's degree.
Possession of a Certified Public Accountant (CPA) certificate issued by the New Mexico Board of Public Accountancy may substitute for the required hours in accounting.

Successful completion of a background check is required for this position.
Working Conditions
This position is located in the Unemployment Insurance (UI) Operations inbound call center. Work is performed in an open floor office concept, call center environment with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage, moderate noise, and possible dust. Extended sitting and some bending and reaching may be required.
