Direct, manage, assign, review and participate in the work of staff in the Department of Finance & Administrative Services, Accounting Division, responsible for performing various accounting functions. Areas of responsibility depending on assignment include preparation of the Annual Comprehensive Financial Report, General Ledger, Asset Management, Lease Administration, Financial Reporting, Accounts Payable and Accounts Receivable, Special Assessments, Payroll, and Special Projects; coordinate assigned activities with external auditors and other departments and perform the more technical and complex tasks of the work unit relative to assigned area of responsibility.

ESSENTIAL FUNCTIONS

Essential functions may include, but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.

  • Plan, prioritize, assign, supervise, review and participate in the work of staff for assigned services and activities of the accounting division.
  • Manage and participate in the development and implementation of goals, objectives, policies and priorities for the Accounting Division; recommend and administer policies and procedures.
  • Participate in the development of policies and procedures; monitor work activities to ensure compliance and evaluate the efficiency and effectiveness of policies and procedures; identify opportunities for improvement through process flow analysis; direct, manage and implement changes. Recommend appropriate service and staffing levels.
  • Plan, direct, coordinate and review the work plan for assigned accounting staff; assign work activities, establish schedules and methods for providing accounting services; projects and programs; review and evaluate resource needs, work products, methods and procedures; allocate resources; meet with staff to identify and resolve problems.
  • Select, train, motivate and evaluate assigned accounting personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Assure that generally accepted accounting principles are applied to the City's accounting and business practices. Train staff on current and relevant accounting principles.
  • Confer with city personnel and departments to analyze current operational procedures, identify problems and gather requirements for required system functionality, data and reporting purposes.
  • Coordinate and conduct user training, education and problem‑solving sessions; and counsel users regarding system functionality. Develop user training and other user support materials.
  • Recommend computer software systems to support processes and procedures.
  • Work with the ERP team to resolve help tickets that require fixes to configuration including testing and validating such changes.
  • Perform the functional tasks related to the development and support of the People Soft system including assisting with requirements gathering, analysis, fit/gap resolution, business process design and implementation, functional design, testing, training and validation.
  • Understand the dependencies and inter‑relationships between People Soft processes and modules to improve functional design. Make recommendations for and assist in the development of improved system integration and business process re‑engineering to address outdated, ineffective, or inefficient business processes.
  • Identify, analyze and assess optimal business processes for each function focusing on continual process improvement. Design, recommend and implement improved business process changes.
  • Serve as the liaison for the accounting division with other City departments, divisions and outside agencies; negotiate and resolve sensitive and controversial issues. Assist City departments with any accounting related issues.
